RESOLUTION NO. 27 9-1-
(DRAFT 2)
A RESOLUTION APPROVING THE ESTABLISHMENT OF A SISTER-CITY
RELATIONSHIP BETWEEN TASMANIA AND THE COUNTY OF HAWAII.
WHEREAS, the Mayor and the Council of Hawaii County have jointly
promoted a Sister-City program to foster friendship and understanding among all
of the peoples of the world; and
WHEREAS, such a Sister-City program would benefit the people of the
affiliated cities through the exchange of cultural exhibits, educational programs,
information relative to economic development of mutual interest and other matters
of common interest; and
WHEREAS, contacts have been made between officials of the government
of the Island State of Tasmania and the County of Hawaii to discuss the
establishment of a Sister-City relationship between Tasmania and the County of
Hawaii; and
WHEREAS, the establishment of such an agreement is of particular
significance to the people of the County of Hawaii because of historical links
between both island cultures; and
WHEREAS, Tasmania encompasses 26,200 square miles of land and hosts
a population of approximately 453,000 residents; and
WHEREAS, the Island of Hawaii and the Island State of Tasmania are
similarly blessed with natural beauty and industries that include tourism,
aquaculture, agriculture, fishing, boat building and ranching; and

WHEREAS, Hobart, Tasmania is also recognized as a pioneering force in
the fields of hydro-electricity, eco-tourism and wildlife preservation; and
WHEREAS, since 1995, sixth grade students ofWaimea Elementary
School on the Island of Hawaii have maintained a "pen pal" relationship with
sixth grade students ofWaimea Elementary School in Tasmania to broaden their
horizons of learning and to further the cultural interchange on the basis of mutual
friendship and amity between Tasmania and the County of Hawaii; and
WHEREAS, the North Hawaii Rotary Club has volunteered to serve as a
catalyst in eliciting relations between their Rotary Club and their counterparts in
the Sister-City through newsletters, committee reports, newspaper articles and
videos; and
WHEREAS, these projects will further stimulate Sister-City exchanges and
will ensure that a productive and educational Sister-City relationship between the
Island of Tasmania and the County of Hawaii is cultivated; and
WHEREAS, during correspondence between the representatives of both, the
officials have expressed enthusiastic support of a Sister-City relationship between
Tasmania and the County of Hawaii; and
WHEREAS, the County of Hawaii, Island of Hawaii, would be pleased and
honored to be affiliated with the Island of Tasmania as a Sister-City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that this Council, on behalf of the people of the County of
Hawaii, does hereby extend an invitation to the government and the people of
Tasmania to participate with the County of Hawaii as its Sister-City for the
purpose of creating greater mutual understanding between the peoples of our two
great cities and nations.
BE IT FURTHER RESOLVED that the mayor of the County of Hawaii and
the Premier of Tasmania are hereby requested to take whatever action may be
necessary to effectuate this relationship.

BE IT RESOL VED that the County Clerk transmit copies of this resolution
to Honorable Stephen K.Yamashiro, Mayor, County of Hawaii;
Rudy Legaspi, Protocol Officer, County of Hawaii; Honorable Anthony Rundle,
Premier of Tasmania, Honorable Ray Groom, Minister of Tourism, Tasmania;
Thomas Witthans, North Hawaii Rotary Club and Paul Hogan of the Hobart
Rotary Club.
