Your Committee on Finance, to which was referred Bill No. 190, reports as follows:
Bill No. 190, transmitted by Planning Director Virginia Goldstein, via Communication No. 676,
dated January 12, 1998, amends Chapter 2, Hawaii County Code, as amended by Ordinance
No. 96-2, by amending the section relating to the creation of a fund by renaming it to the
Geothermal Relocation Revolving Fund.
Bill No. 190 proposes to rename the Geothermal Royalty Fund to the Geothermal Relocation
Revolving Fund, thus, allowing the Planning Department the ability to facilitate the purchases of
dwellings which qualify under the geothermal relocation program. Furthermore, as a revolving
fund, monies would not have to be reappropriated at the end of each fiscal year.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 190 and
recommends it pass first reading.
