COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 33 9-1- RESOLUTION AUTHORIZING THE EXTENSION OF THE PUBLIC SEWER AT KAAPOKO HOMESTEAD ROAD, LOCATED AT PAPA I KOU, DISTRICT Of SOUTH HILO, COUNTY AND STATE OF HAWAII. BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII. WHEREAS, extensions to the sewer system are beneficial to the community as a whole. By elimination of existing cesspools, the amount of pollutants reaching the groundwater and the coastal waters is reduced, resulting in a cleaner, healthier environment; and WHEREAS, extensions to the sewer system are beneficial to the Department of Public Works by increasing the revenue base and allowing more cost-efficient operation of our existing facilities by reducing the unit cost of treatment; and WHEREAS, the Papaikou Wastewater Treatment Plant (PWTP) was designed with a capacity of 0.35 mgd. It is currently operating at approximately 0.08 mgd, or 23% of its design capacity. While this percentage will increase with the completion of the Papaikou Sewer System cu~rently under construction and the Paukaa Collector Sewer planned for construction later this year, there will still be considerable excess capacity; and I , _J WHEREAS, the Kaapoko Homestead Road area was included as part of the design area for the Environmental Impact Statement and Engineering Report prepared for the PWTP in 1973 by Chung Dho Ahn & Associates, Inc.; and . ." , ' WHEREAS, as a grant condition for the PWTP, the EPA required as a minimum that 75% of the homes and structures in Papaikou and Paukaa must be connected to the pUblic sewer. Failure to comply with this condition could result in action by the EPA to recover a portion of the grant funds awarded; and WHEREAS, surplus federal funds from the current Papaikou Sewerage System construction will be used to fund this extension, which funds must be returned if not used as part of this sewage construction project; and WHEREAS, section 21-26, Hawaii County Code, requires that the council approve all sewer extensions; NOW, THEREFORE, BE IT RESOLVED that pursuant to section 21-26, Hawaii County Code, the sewer extension for Kaapoko Homestead Road in Papaikou, as shown on the map attached as Exhibit A, is hereby approved.
