Thank You, Bob Ward HAWAII COUNTY COUNCIL BILLS 317 AND 322 -Kona Heights LLC -January 5, 2009 I would like to thank Chair Yoshimoto and other Councilmembers for this opportunity to provide testimony on the proposed land use change and zoning amendments proposed by Kona Heights LLC. My concerns with the project are primarily focused on the Kona Community Development Plan and can be narrowed down to the following: 1) Need to include a small mixed-use component to help meet the Village design philosophy that is the fundamental basis for all development under the Kona CDP. If villages are to be walkable, not all non- residential should be consolidated in village centers. Mixed use allows either residential or neighborhood commercial use as needs of the community may determine. 2) Need to specifically identify how single access cul-de-sac design will be mitigated and promote connectivity, another important tenant of the Kona CDP. How this will be phased ahead of construction. Proposed options under Condition H. Alternative 2 won't provide suitable solutions since one route or the other lack either adequate right-of-way for improved sight distances, have many driveways, or are too steep. Turn lanes on Ali'i Drive would further exacerbate the tack of existing bicycle, pedestrian facilities and transit stops, nor provide a second access essential to connectivity. 3) Need to have a pedestrian/bicycle circulation plan that identifies off-site. routes to safely accommodate pedestrians and bicyclists to reach local destinations, recreation, transit stops, and other facilities identified in the Kona CDP as part of the Pedestrian/Bicycle Official Network and in Bike Plan Hawaii. Internal circulation plans can be provided later. 4) Need to have a construction access plan that identifies exact routes for delivery of all material, Comm: flo, l0 2 ~ 8 Ref. To:~wte1 1/6/2009 Ref. Date ~ ~2~9 Page 2 of 2 supplies, labor, and equipment, and assures local residential streets shall not be used. These will add substantial value to the project, enhance the lifestyle of residents, guests, and neighbors, and of course, fulfill some of the essential fundamentals of the Kona CDP.
