COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 3 5o~ 97: A RESOLUTION AUTHORIZING THE W AlVER OF PARKING METER FEES TO ACCOMMODATE THE ELEVENTH ANNUAL HILO MARDI GRAS. WHEREAS, on February 8, 1997 the Hilo Downtown Improvement Association in conjunction with the County of Hawaii and other Hilo businesses and individuals, will be sponsoring the Eleventh Almual Hilo Mardi Gras at the Kalakaua Park and on Kalakaua Street between Keawe and Kinoole Streets~ and WHEREAS, the Eleventh Annual Hilo Mardi Gras wIll be open to the public and will feature free entertainment, food booths and other activities and events that serve to bring our community together, providmg recreation and celebration for visitor and resident alike~ and WHEREAS, in order to help further facilitate events of the day, the event's coordinators have requested a pennit from the Police Department to close the section of Kalakaua Street between Keawe and Kinoole Streets; and WHEREAS, the event's coordinators have also asked that the parking meter fees be waived for the section of Kalakaua Street between Keawe and Kinoole Streets; and WHEREAS, pursuant to Chapt~r 24, Section 24-217(c), of the Hawaii County Code 1983, the County Council may, by resolution, dispense with the enforcement of Section 24-216 and 24-216.1, which requires persons to deposit coins in parking meters or pay a flat rate payment, for a specified time in any specified parking meter zone to accommodate any special event, convention, parade, or other similar activity. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it dispenses with the enforcement of Chapter 24, Sectlon24-216 and 24-216.1, of the Hawaii COWIty Code 1983, for a 12 hour .. . . . . period beginning at 8:00 a.m. February 8, 1997, at the metered parking areas on Kalakaua Street between Keawe and Kinoole Streets in downtown Hilo, in order to accommodate tbe Eleventb Annual Hilo Mardi Gras. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of the Resolution to the Honorable Stephen K. Yamashiro, Mayor of the COWIty of Hawaii, Ms. Donna K.
