Your Committee on Finance, to which was referred Bill No. 353, reports as follows:
Bill No. 353, transmitted by Director of Finance William Takaba, via Communication No. 1439,
dated August 27, 2008, amends Chapter 18, Article 2, Division 3, Section 18-49, of the Hawaii
County Code 1983 (2005 Edition, as amended), relating to public transportation. Following is a
description of the proposed amendments relating to taxi meter rates.
Increase in taxi meter rates
The charge per 1/8 mile of travel, and one minute of waiting time would increase from 30 cents
to 40 cents. For example, the first mile of travel at the current rate is $5.40; the proposed rate
will be $6.20. Each additional mile of travel at the current rate is $2.40; the proposed rate will be
$3.20.
In addition, a new section would be added to the ordinance, stating the taxi meter fare schedule
may be evaluated on an annual basis to make a determination to either increase or decrease taxi
meter rates.
Mr. Tom Brown, Director of Mass Transit, informed Your Committee that this measure is a
consensus result of the taxi industry from both sides of the island. Council Member Brenda Ford
made a friendly amendment to Section 18-49 (a) (2) for consistency purpose, by spelling out the
number 40. Council Member K. Angel Pilago requested that a copy of the annual review report
be privy to the Council.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 353 as amended
to Draft 2, and recommends it pass first reading.
