Your Committee on Finance, to which was referred Resolution No. 211, reports as follows:
Resolution No. 211 transmitted jointly with Resolution No. 210, by Finance Director Harry
Takahashi, via Communication No. 656, dated December 22, 1997, authorizes the County of
Hawaii to enter into an agreement with the United States of America for a Sobriety Checkpoint
Grant.
The United States of America through the State Department of Transportation Motor Vehicle
Safety Office, is desirous of providing funding for overtime expenses to conduct 57 sobriety
roadblocks. The Hawaii County Police Department is ready and willing to proceed with its
obligations under the Sobriety Checkpoint Grant.
Pursuant to Section 46-7, Hawaii Revised Statutes, the Federal government may enter into
agreements with the Council of the County of Hawaii providing the expenditures or receipt of
funds or for other assistance, The Mayor is hereby authorized and designated to sign in the
name of the County Project Number AL98-02(01-H-02), which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 211 and
recommends its adoption.
