COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 6'3 . . . ..~!7 RESOLUTION AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAI'I OR, IN HIS ABSENCE, THE MANAGING DIRECTOR OR AUTHORIZED REPRESENTATIVE TO EXECUTE AND SUBMIT THE 1997 ACTION PLAN AND ALL OTHER RELATED DOCUMENTS FOR THE 1997 COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS AND EMERGENCY SHELTER GRANTS PROGRAMS. WHEREAS, the County of Hawai'i is a direct recipient of federal Community Development Block Grant (CDBG) Small Cities Program funds from the United States Department of Housing and Urban Development (HUD); and WHEREAS, it is required by HUD that, before the County of Hawai'i receives its 1997 CDBG allocation, the County submit an Action Plan as contained in the Consolidated Plan; and WHEREAS, the County is a State recipient of HOME Investment Partnerships (HOME) and Emergency Shelter Grants (ESG) funds and, therefore, is not required to address these programs in its Consolidated Plan. The County has, for informational purposes, included its proposed 1997 projects for the HOME and ESG funds; and WHEREAS, the Action Plan shall include the projects and activities that will be carried out with the County's 1997 CDBG, HOME and ESG allocations to meet the goals and objectives as described in the Consolidated Plan; and WHEREAS, the Consolidated Plan contains the County's 1997 Action Plan for $2,374,500 for its 1997 CDBG program year; $963,000 for the 1997 HOME Program and $41,814 for its 1997 ESG programs,; and WHEREAS, the primary objective of the CDBG Program is the development of viable communities by providing decent housing, suitable living environments and expanding economic opportunities, principally for persons of low and moderate income; and WHEREAS, the general purpose of the HOME Program is to expand the supply of decent and affordable housing for low and very low income persons, to enable local design and strategies for developing housing, to provide financial and technical assistance for housing to the states, and develop public/private/non-profit partnerships; and ~~ . . WHEREAS, the purpose of the ESG Program 1S to make additional emergency shelters available, and to meet the costs of operating emergency shelters and providing essential social services to homeless individuals; and WHEREAS, it is required by HUD that the County of Hawai'i also submit certifications assuring conformance to related rules, regulations and laws of the CDBG, HOME and ESG Programs; and WHEREAS, a timely submission of the Action Plan for CDBG, HOME and ESG funds, in accordance with appropriate federal regulations, is necessary. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI'I, that the attached Action Plan is hereby adopted and the Mayor of the County of Hawai'i or, in his absence, the Managing Director or authorized representative is hereby authorized to execute and submit the attached Action Plan and all other related documents and agreements necessary to process the CDBG, HOME and ESG Programs to the United States Department of Housing and Urban Development, State Housing Finance and Development Corporation and Hawai'i Housing Authority. BE IT FURTHER RESOLVED, that the County shall utilize the CDBG, HOME and ESG funds in accordance with program rules and regulations and comply with the program certifications. BE IT FURTHER RESOLVED, that the Mayor or his authorized representative is designated to act as the representative of the -County. STANDARD FORM 424 See attached. B . RESOURCES 1 . DESCRIBE RESOURCES EXPECTED TO BE RECEIVED (GRANT & INCOME) a. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM: The U. S . Department of Housing and Urban Development (HUD) allocates the County' s CDBG Small Cities Program funds to the County on a formula basis . This formula takes into account the County' s population, the extent of poverty and the extent of housing overcrowding. The County of Hawai' i has been informed by HUD that the County' s total 1997 CDBG allocation is $2 , 193 , 000 . The County also anticipates an additional $181, 500 of program income from the Waimea Elderly Housing project and the Downtown Improvement Association Exterior Rehabilitation Loan program, for a total of $2 , 374 , 500 of available CDBG monies . The primary objective of the CDBG program is to encourage the development of viable communities by providing decent housing, suitable living environments and expanding economic opportunities principally for persons of low and moderate incomes . The County distributes its CDBG allocation through a Request for Proposal (RFP) process . This competitive process is intended to ensure that the projects funded by the County are consistent with the County' s priorities as contained in the Consolidated Plan, are eligible for CDBG funds and can be implemented in a timely manner. In order to meet the strategies and priorities stated in the Housing and Community Development Strategic Plan section of the Consolidated Plan the County has developed the following priorities for the CDBG Program: V - 1 97 Consol/2-25-97 ,. , CDBG PRIORITY 1 : To encourage the provision of public facilities, infrastructure improvement, and accessibility improvements that effectively service community needs, and seek ways of improving public service through better and more functional facilities which are in keeping with the environmental and aesthetic concerns of the community. CDBG PRIORITY 2 : To promote the retention of or creation of jobs for low and moderate income persons . CDBG PRIORITY 3 : To support other federal programs priority (HOME, ESG, HOPWA, SECTION 202, SECTION 811, HOMELESS, ETC. ) and to promote energy efficiency, eliminate lead based paint hazards, provide for code enforcement, and fair housing activities . CDBG PRIORITY 4 : To maintain and improve public services such as senior services, services for the disabled, youth services, transportation services, substance abuse services, employment training, crime awareness, fair housing counseling, child care service,_health care services and other public service needs and to provide appropriate services to assist the children :in foster care. CDBG PRIORITY 5 : To understand and anticipate the housing and community development needs of the County by assisting in establishing goals, objectives and policies of action to address those needs, and to identify strategies, programs and resources for achieving them. b. HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM: The HOME program was created by the Federal government under Title II of the National Affordable Housing Act of 1990 . The HOME program is a housing program that provides grants to the State since 1992 . The County receives approximately $963 , 000 per year from the State of Hawai' i . V - 2 97 Consol/2-25-97 r The general purpose of the HOME program is to expand the supply of decent and affordable housing for low- and very-low income persons, to enable local design and strategies for developing housing, to provide financial and technical assistance for housing to the states, and develop public/private/non-profit partnerships . HOME PRIORITY 3 : To preserve existing affordable housing stock, primarily through rehabilitation activities . HOME PRIORITY 4: Increase the supply of affordable for-sale housing to benefit first- time homeowners . c. EMERGENCY SHELTER GRANTS (ESG) PROGRAM: The ESG program was created by Federal government under the Stewart S . McKinney Homeless Assistance Act of 1988 . The ESG program provides funds to the State, who in turn, distributes the funds to the neighbor island counties . V - 3 97 Consol/2-25-97 The purpose of the ESG program is to make additional emergency shelters available, and to meet the costs of operating emergency shelters and providing essential social services to homeless individuals . The County distributes its ESG allocation through a Request for Proposal (RFP) process . This competitive process is intended to ensure that the projects funded by the County are consistent with the County' s priorities as contained in the Consolidated Plan, are eligible for ESG funds and can be implemented in a timely manner. In order to meet the strategies and priorities stated in the Housing and Community Development Strategic Plan section of the Consolidated Plan the County has developed the following priorities for the ESG Program: ESG PRIORITY 1: To address the shelter needs of homeless persons by providing emergency shelter and/or transitional housing. ESG PRIORITY 2 : To help low-income families and individuals avoid becoming homeless; to reach out to homeless persons and assessing their individual needs; and to help homeless persons make the transition to permanent housing and independent living. d. HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM: HOPWA grants are provided by formula allocation to eligible States and qualifying areas with at least 1, 500 reported cases of AIDS and through national competition of projects proposed by State and local governments and non-profits organizations . The purpose of the HOPWA program is to provide States with the resources and incentives to devise _ long-term comprehensive strategies for meeting the housing needs of low-income persons with HIV/AIDS and their families and prevent homelessness . Eligible applicants may use HOPWA funds to provide a range of housing assistance and supportive services, including facilities and community V - 4 97 Consol/2-25-97 residences, rental assistance, short-term payments to prevent homelessness, technical assistance supportive services and other activities . The State' s Hawai' i Housing Authority (HHA) administers the HOPWA funds and has targeted seventy percent (700) of the funds for rental assistance housing programs for persons with HIV/AIDS with the remaining thirty percent (300) distributed through a Request for Proposal process . The State' s priorities for the HOPWA Program are as follows : HOPWA PRIORITY 1 : Assistance to HIV/AIDS persons and their families with obtaining and retaining permanent housing by providing rental assistance, short-term grants for rent, mortgage or utilities to avert eviction and homelessness . Maintain and expand the availability of current transitional and emergency housing opportunities through financial assistance by providing grants to persons with HIV/AIDS who are in need of temporary housing and — _ emergency housing. HOPWA PRIORITY 2 : Increase the availability of assisted living or supported housing resources, through case management evaluation to coordinate and provide in-home services such as chore and housekeeping services, assistance with activities of daily living, personal care attendants, and social activities . Increase the availability of long-term care, skilled nursing facilities and hospice care for persons with HIV/AIDS . e. OTHER SOURCES OF FUNDS The other funding resources include funds from private developers; State Home Revolving Fund; State Dwelling Unit Revolving Fund; State and Federal Low-income Housing Tax Credits; State and County CIP funds; and Other State assistance, including Grants-in Aid for acquisition, rehabilitation, new construction, Rental V - 5 97 Consol/2-25-97 t Assistance, Rental Housing Trust Fund and Rental Housing System (first in the U.S. ) using tax- exempt revenue bonds issued by the Housing Finance Development Corporation, Hula Mae single and multifamily financing; homeless shelter stipend and outreach and emergency loans and grants . In addition to above, there are grants such as the Section 202 and 811 and Homeless Transitional Housing Permanent Housing, etc . . . The County will continue to assists and provide technical assistance to organizations who are interested in applying for these funds . The County will consider leveraging projects utilizing these funds if they are consistent with the State priorities . SECTION 202 PROGRAM PRIORITY 1: To provide affordable housing for elderly persons and encourage independent or semi-independent living with appropriate supportive services . SECTION 811 PROGRAM PRIORITY 1: Persons with Disabilities Priority (mental, physical, and developmental) - to provide rental housing facilities and options for the mentally disabled population who do not need extensive hospital care, but who needs 24-hour health care and to increase the supply of supportive and accessible housing for the physically disabled population. Persons with Alcohol or Other Drug Addiction Priority - to provide appropriate residential facilities . SUPPORTIVE HOUSING PROGRAM PRIORITY 1: To address the shelter needs of homeless persons by providing transitional/permanent housing. SAFE HAVENS PROGRAM AND SHELTER PLUS CARE PROGRAM PRIORITY 1: To address the shelter needs of homeless persons by providing emergency shelter. C . ACTIVITIES TO BE UNDERTAKEN 1 . , DESCRIPTION OF CDBG PROJECTS The County of Hawai' i has been informed by HUD that the County' s total 1997 CDBG allocation is $2 , 193 , 000 . Hamakua Housing Corporation, O' okala & Pa' auhau Camps - Waterline Replacement Amount : $ 500 , 000 CDBG funds $2 , 105 , 000 Federal RECD funds $2, 605, 000 Total Cost Applicant : Hamakua Housing Coi.poration Location: O' okala & Pa' auhau Plantation Camps Goals : Upgrade water distribution systems to benefit 450 low and moderate income persons . Easter Seals Facility - Renovations Amount : $ 85 , 000 CDBG funds $ 65 , 000 Priv. Foundation/donation funds $150, 000 Total Cost Applicant : Easter Seals Society of Hawai' i Location: 49 Kaiulani Street, Hilo Hawai' i Goals : To construct needed renovations which include replacing the existing roof, interior and exterior painting, and the construction of an accessible parking lot for its clients and staff . These improvements will benefit 100 young children who are physically and/or developmentally disabled in the Easter Seal' s Early Intervention Program. Hospice of Hilo - Construction of a Counseling & Training Facility Amount : $ 300, 000 CDBG funds $1, 405, 000 Private funds $1,705,-000 Total Costs Applicant : Hospice of Hilo Location: Waianuenue Avenue, Hilo Hawai' i Goals : To construct a 6000 sq. ft . facility to house two buildings that will consist of a private professional counseling rooms, laundry and storage rooms, staff and visitor restrooms, medical equipment, file storage rooms, and staff and administrative offices . This constructed facility will provide medical, nursing, psychological, social service and domestic support to 6000 V - 7 97 Consol/2-25-97 r , A • terminally ill individuals and families who are certified and referred by their physicians as severely disabled. Pahoa Multi-Purpose Facility - Land Acquisition Amount : $400 , 000 CDBG funds Applicant : County of Hawai' i, Office of Housing and Community Development (OHCD) Location: Pahoa Road, Pahoa Hawai' i Goals : To acquire a 180 , 532 sq. ft . vacant parcel adjacent to Akebono Theater. The acquisition is for the future construction of a multi-purpose facility. The County will also use $100, 000 CDBG funds for the planning, design, grading and on and off site infrastructure improvements for a multi- purpose facility. The facility will benefit 4, 499 persons who are of low and moderate income in Census tract 211 . Former Family Crisis Shelter - Demolition Amount : $100, 000 CDBG funds Applicant : County of Hawai' i, Office of Housing and Community Development (OHCD) Location: 2020 Kino' ole Street, Hilo Hawai' i Goals : For the protection of the public and to limit the County' s liability exposure, CDBG funds of $100, 000 will be utilized to plan, design, test and demolish the Former Family Crisis Shelter. The County will request proposals from eligible entities to develop and utilize the vacant site for a special needs housing facility. Hilo Armory - Restoration Amount : $390, 000 CDBG funds Applicant : County of Hawai' i, Parks & Recreation Location: 50 Wailuku Drive, Hilo Hawai' i Goals : The County of Hawai' i' s Parks and Recreation will utilize CDBG funds to restore the historic and highly utilized Hilo Armory Gymnasium. The project will involve both exterior and interior renovations to include restoration of metal sidings, resurfacing of the gymnasium floor and repainting the exterior and interior of the facility. The facility benefits 4 , 149 persons who are of low and moderate income in Census tract 203 and 204 . V - 8 97 Consol/2-25-97 , Y 1 Laupahoehoe Fire Station - Construction Amount : $200 , 000 CDBG funds Applicant : County of Hawai' i, Fire Department Location: Census Tract 221 Goals : The Hawai' i County Fire Department will utilize CDBG funds to construct a new 24-hour fire station. This newly constructed fire station will provide effective and efficient fire, medical, and rescue emergencies services to 848 persons who are of low and moderate income in Census tract 221 . Wailuku River Park - Plans & Design Amount : $36 , 000 CDBG funds Applicant : County of Hawai' i, Parks & Recreation Location: Wailuku Drive, Hilo Hawai' i Goals : The County of Hawai' i' s Department of Parks and Recreation will utilize CDBG funds to conduct an environmental assessment and design improvements which will include clearing and landscaping of the Wailuku Drive right of way up to the river' s edge and the construction of walkways, benches and a protective railing along the Wailuku River. These improvements are necessary to remove the slum and blighted conditions within the downtown Hilo area. Residential Rehabilitation Program Amount : $181, 500 (Program Income) Applicant : County of Hawai' i, Office of Housing and Community Development (OHCD) Location: Island Wide Goals : The OHCD will utilize $181, 500 of anticipated program income from the Waimea Elderly Housing project and the Downtown Improvement Association Exterior Rehabilitation Loan program to continue to fund a 3% deferred loan program for low and moderate income families . Eligible applicants can use these funds for emergencies repairs not limited to plumbing, electrical system, architectural barrier removal, sewer system hookups and construction, etc . . . These additional funds will allow the program to continue and provide funding to 10 more low and moderate income families . V - 9 97 Consol/2-25-97 , r .. + t • Administration/Planning & Fair Housing Amount : $182, 000 CDBG funds Applicant : County of Hawai' i, Office of Housing and Community Development (OHCD) Location: 50 Wailuku Drive, Hilo Hawai' i Goals : The OHCD will utilize CDBG funds to administer and coordinate the County' s CDBG projects to ensure effective and timely project implementation in accordance with all applicable U. S . Department of Housing and Urban Development rules and regulations . CDBG funds will also be used to fund present and future planning requirements and eligible planning documents such as Fair Housing Plan, Consolidated Plan, ADA Plan, project environmental assessments and preliminary project planning/design, etc . Based on the approved 1997 CDBG funds, the County estimates that 98%- or $2, 327, 010 of CDBG grant funds will benefit low and moderate income persons in accordance with CDBG regulations . In order to comply with the CDBG rule (24 CFR 570 . 902) to expend CDBG funds in a timely manner, the County will comply with 24 CFR 570 . 200 (h) (1) Reimbursement of Pre-award cost and utilize County funds to pay for project environmental assessments, preliminary project design and other eligible pre-award costs . Once the 1997 Action Plan has been approved by HUD, the County will request for reimbursement from the CDBG funds . 2 . DESCRIPTION OF HOME PROJECTS The State of Hawai' i is required to submit its 1997 Action Plan to HUD for the 1997 HOME Program. It is anticipated that the State will continue to divide the HOME funds among the three neighbor island counties . The County of Hawai' i anticipates that it will receive approximately $963 , 000 for its 1997 HOME Program. To prepare for the 1997 HOME program the County requested project proposals and will submit the following projects to the State' s Housing Finance and Development Corporation for approval : V - 10 97 Consol/2-25-97 County of Hawai' i' s HOME Rental Assistance Amount : $750 , 000 HOME funds -Applicant : County of Hawai' i, OHCD Location: Island-wide Goals : Provide rental assistance to 125 low- and very-low income persons/families . County of Hawai' i' s HOME Rental Assistance Administration Cost Amount : $55 , 300 HOME funds Applicant : County of Hawai' i, OHCD Location: Island-wide Goals : Administer the rental assistance program to ensure compliance with the HOME rules . Hualalai Elderly Housing Project- Construction Amount : $ 150, 000 HOME funds $2 , 644, 885 State Tax Credits $ 50 , 000 State Rental Hsq Trust funds $2, 844, 885 Total Costs Applicant : Hawai' i Island Community Development Corp . Location: Hualalai Road, Kailua-Kona Hawai' i Goals : Construct rental housing for 29 low- and very-low income elderly _ — persons/families . HOME Administration Amount : $7, 700 HOME funds Applicant : County of Hawai' i, OHCD Location: 50 Wailuku Drive, Hilo Hawai' i Goals : Ensure effective and timely project implementation in accordance with HOME program rules and regulations . The HOME project amount for the County of Hawai' i' s HOME Rental Assistance Program may change to accommodate the actual amount of HOME funds received by the County from the State . 3 . DESCRIPTION OF ESG PROJECTS The State of Hawai' i is required to submit its 1997 Action Plan to HUD for the 1997 ESG Program. It is . anticipated that the State will continue to divide the ESG funds among the three neighbor island counties . The County of Hawai' i anticipates that it will receive approximately $41, 814 for its 1997 ESG Program. V - 11 97 Consol/2-25-97 , r , 4 To prepare for the 1997 ESG program the County requested project proposals and will submit the following list of shelters to the State' s Hawai' i Housing Authority for operating costs : Kawaihae Transitional & Emergency Shelter Amount : $20, 000 ESG funds Applicant : Catholic Charities Community Services Location: 62-3440 Kawaihae Road, Kawaihae, Hawai' i Goals : Provide funds for operational expenses which will shelter and services 82 homeless persons . Hale Ohana Spouse Abuse Shelter Amount : $8 , 854 ESG funds Applicant : Child and Family Services Location: South Hilo, Hawai' i Goals : Provide funds for operational expenses which will provide shelter and services to 360 homeless persons . Kihei'pua Emergency Shelter Amount : $12, 960 ESG funds Applicant : East Hawai' i Coalition for the Homeless, Inc . Location: 115 Kapiolani Street, Hilo, Hawai' i Goals : Provide funds for operational expenses which will provide shelter and services to 597 homeless persons . The ESG funds allocated for the Kihei'pua Emergency Shelter may change to accommodate the actual amount of ESG funds received by the County from the State . 4 . DESCRIPTION OF Housing Opportunities for Person with AIDS PROJECTS The HOPWA funds will be managed and distributed by the State of Hawai' i . D. GEOGRAPHIC DISTRIBUTION 1. DESCRIPTION OF THE GEOGRAPHIC AREAS, GIVING RATIONALE FOR ALLOCATING FUNDS The County does not allocate funds based on geographic areas . The CDBG, HOME and ESG funds are allocated through a RFP process which rank and rate projects for program eligibility, need and meeting the County and State priorities . HOMELESS AND OTHER SPECIAL NEEDS ACTIVITIES In the County' s 1997 Action Plan, the County is proposing the following projects to address the Homeless and Persons with Special Needs . 1 . Easter Seals Facility - Renovations (CDBG) : The project will benefit 100 young children who are physically and/or developmentally disable and their families . 2 . Hospice of Hilo - Construction of a Counseling & Training Facility (CDBG) : The project will benefit 6000 severely disabled terminally ill individuals and their families . 3 . Former Family Crisis Shelter - Demolition (CDBG) : The project will provide housing for a special needs group . 4 . Hualalai Elderly Housing Project - Construction (HOME) : The project will provide rental housing for 29 low and very low income elderly person. 5 . Kawaihae Transitional & Emergency Shelter (ESG) : The project will benefit 82 homeless persons . 6 . Hale Ohana Spouse Abuse Shelter (ESG) : The project will benefit 360 homeless persons . 7 . Kihei'pua Emergency Shelter (ESG) : The project will benefit 597 homeless persons . F . OTHER ACTIONS --- — The County of Hawai' i will continue to work with appropriate government agencies and non-profit organization to address affordable housing and barriers to affordable housing.
