Your Committee on Finance, to which was referred Resolution No. 200, reports as follows:
Resolution No. 2 om transmitted jointly with Bill No. 174, by Finance Director Harry Takahashi,
dated November 19, 1997, authorizes the County of Hawaii to enter into an agreement with the
State of Hawaii for a grant for professional services related to evaluating energy efficiency
measures proposed for the Wastewater Division.
The United States of America, through the State Department of Business, Economic
Development and Tourism, is desirous of providing funding from the Motor Challenge program
to assist in efforts to improve the efficiency of motor-driven systems at the Department of Public
Works Wastewater Division. The Wastewater Division is currently soliciting proposals for this
purpose and will require expert assistance in evaluating the technical and economic value of
proposed system changes.
Pursuant to Section 46-8, Hawaii Revised Statutes, the Council of the County of Hawaii may
enter into agreements with the federal government or any other public body providing the
expenditures or receipt of funds or for other assistance. The Mayor is hereby authorized and
designated to sign in the name of the County Letter of Agreement Number LOA 97-01, which
will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 200 and
recommends its adoption.
