It is my pleasure to submit for your confirmation the appointment of Lono Tyson as
County of Hawaii Director of the Department of Environmental Management,
pursuant to the charter of the County of Hawaii. This appointment was effective
January 2, 2008.
Tyson was solid waste division chief for the county's Department of Environmental
Management from 2003 to 2005 before leaving for Australia, where he was employed
as principal engineer for the international professional services company GHD based in
Sydney, New South Wales.
Tyson has more than 15 years of experience in waste management including planning,
engineering, design, permitting, construction, operation and maintenance of solid waste.
Mr. Tyson will serve a term co-terminus with my tenure, which will end
December 3, 2012.

Lono Tyson is a Principal Engineer with more than 15 years experience in waste management
including planning, design, permitting, construction, operation and maintenance of various solid
waste, waste water and general civil engineering projects. Lono has been employed as a
professional engineer in the private sector for over 10 years and has recently served as the
Landfill Engineer for the Salinas Valley Solid Waste Authority, as a Waste Management Engineer
for the State of California's Environmental Protection Agency and most recently as the Solid
Waste Division Chief for the County of Hawaii. Lono is currently a Principal Engineer employed
by an Australian-based international professional services company.
EXPERIENCE:
International work experience includes: planning, engineering, permitting, procurement and
construction management of solid waste and wastewater infrastructure and environmental control
systems, including municipal solid waste landfill, transfer station, recycling centre, alternative
waste technology, wastewater and groundwater treatment facilities; preparation, implementation
and management of solid waste management plans, strategies, and vendor contracts;
assessment and remediation of landfills, disposal and co-disposal sites; field supervision of waste
management operations, maintenance and rehabilitation personnel; government grant
administration and management, regulatory and operational audits of waste management
facilities; and preparation of regulatory permit applications and associated permit reports.
CAREER HISTORY:
^ Principal Engineer for GHD providing specialist advice to the public and private
sector on a variety of solid waste and wastewater projects, including waste
management strategy development and implementation, solid waste and
wastewater facility design, construction, operation and envvonmental
management, engineering, procurement and construction management of
alternative waste technology infrastructure, and remediation of landfill sites
throughout Australia. March 2006 -Present
^ Waste Management Advisor to public and private sector waste management
industry clients. Provided advise on landfill and transfer station design,
permitting, construction, and operations. August 2005 -February 2006
^ Solid Waste Division Chief for the County of Hawaii Department of
Environmental Management. Responsible for planning, organizing, directing, and
coordinating County-wide program involving the construction, maintenance, and
repair of all solid waste landfills, facilities, and transfer stations, including
providing oversight ofthe County's recycling and abandoned vehicle disposal
programs. Responsible for managing resources involved in the collection,

^ Waste Management Engineer for the State of California -Environmental
Protection Agency -Integrated Waste Management Board's Solid Waste Disposal
and Codisposal Site Cleanup Program. Responsible for project management tasks
including Phase I and II site investigations, preparation of remedial action plans,
environmental quality compliance, review of contractor's work plans, cost
estimates, schedules, invoices, oversight for remediation work, site safety
monitoring, confirmation sampling and analysis and preparation of final
completion reports. In addition, performed as grant manager for approximately
$2,500,000 in local government grants and contract manager fora $3,000,000
engineering services contract. August 2001 -August 2003
^ Construction Engineer for CH2M Hill. Duties included management of staff
and consultants, project planning and design, preparation of construction bid
documents & regulatory reports, construction management, and construction
quality assurance monitoring for solid waste and wastewater projects. May 2000

^ Landfill Engineer for the Salinas Valley Solid Waste Authority (Joint Powers
Governmental Agency responsible for operating and maintaining four landfills
and one transfer station within unincorporated areas of Monterey County,
California). Duties included review of plans and specifications, cost analysis and
project management for capitol improvement and solid waste projects. Duties
also included management of engineering, geotechnical, environmental
consultants, and landfill operations contractors to ensure regulatory and
