RESOLUTION NO. SO 91-
(DRAFT 2)
A RESOLUTION SUPPORTING THE PRESERVATION OF THE ALA KAHAKAI AND
NATIONAL TRAILS DAY ON JUNE 7,1997.
WHEREAS, the ALA KAHAKAI was developed by native Hawai'ians many hundreds of
years ago as an essential part of the island's cross-country trail network, providing
communication, food, water, trade and refreshment for the people of Hawai' i, and impressions
left by those ancestors can still be seen in the earth and lava rock within and along the
ALA KAHAKAI, linking all of Hawai'i's peoples with the native culture of these islands; and
WHEREAS, the island of Hawai' i has attracted national attention for its 170 mile
shoreline trail system, known as the ALA KAHAKAlor "Trails by the Sea," running from
North Kohala through the Kona, Ka'u and Puna districts; and
WHEREAS, United States Senator Daniel K. Akaka sponsored legislation passed by
Congress as H.R. 6184 in October 1992, directing the National Park Service to specifically study
the ALA KAHAKAI for inclusion into the National Trails System as the first and only trail in the
State of Hawai' i to ever be so included; and
WHEREAS, the ALA KAHAKAI is a major historical, cultural and recr~ational attraction
for residents and visitors alike and provides a showcase for the many natural and cultural

treasures extending along'the coastline of Hawai' i Island in a manner compatible with our
traditional values; and
WHEREAS, there is a need for ongoing management and monitoring of public use of the
ALA KAHAKAI to protect the natural and cultural resources associated with the trail and to
integrate the concerns of the private property owners over whose land the trail passes as well as
the concerns of native Hawai'ians whose relationship to the lands are culturally rooted; and
WHEREAS, "National Trails Day" is Saturday, June 7, 1997 across the United States of
America and the non-profit group, E Mau Na Ala Hele is sponsoring an event that same day on
Hawai'i Island which will bring attention to the significance of the ALA KAHAKAI with its
historic, cultural, biologic, geologic, scenic and recreational features.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAW AI'I that it fully supports the preservation of the ALA KAHAKAlor "Trails by the Sea,"
and further supports the local events making up the National Trails Day Celebration on
June 7, 1997 in order to draw special attention to this great public resource.
BE IT FURTHER RESOLVED that the County Council continue to support the
State Department of Land and Natural Resources in its efforts to address the preservation and
protection of the ALA KAHAKAl
BE IT FINALLY RESOLVED that the clerk of the County of Hawai'i transmit copies of
this resolution to the Honorable Stephen K.Yamashiro, Mayor, County of Hawai'i,
Mr. Michael D. Wilson, Chairman, Board of Land and Natural Resources, State of Hawai'i,
Mr. Rodney Oshiro, Department of Land and Natural Resources, Division of Forestry-Wildlife
and Mr. Keith Wallis, Board of Director, E Mau Na Ala Hele.
