Your Committee on Finance, to which was referred Bill No. 181, reports as follows:
Bill No. 181, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 641, dated
December 16, 1997, amends Article V of the Hawaii County Charter by creating a new Data
Systems Department.
Currently, the County handles its data processing concerns through a division within the
Department of Finance. However, an increase in service demands by vazious departments and
agencies warrants establishing a new Data Systems Department. The new department will be
charged with the responsibility of coordinating and developing data systems throughout the
County, and to insure that departments and agencies are properly advised in their development
of data and telecommunication systems.
Furthermore, the current Data Processing Division does not have substantial influence over data
systems directions being taken by other departments and agencies which has resulted in the
external auditors criticizing the division for not updating the ] 991 Long-Range Strategic
Information Systems Plan.
Pursuant to Article XV, Section 15-1 of the Hawaii County Charter, amendments or revisions of
this charter maybe initiated by ordinance of the council adopted after three readings on separate
days and passed by the affirmative vote oftwo-thirds of the entire membership.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 181 and
recommends it pass first reading.
