<br />--------------- ---------------- <br /> <br />....-.-- '. <br /> <br />. <br /> <br />. <br /> <br />COUNTY OF HAWAII <br /> <br />STATE OF HAWAII <br /> <br />RESOLUTION NO. <br /> <br />87 97 <br /> <br />RESOLUTION AUTHORIZING THE WAIVER OF PARKING METER FEES <br /> <br />WHEREAS, the Downtown Improvement Association (D.I.A.) Parking Committee has <br />been meeting for several years to discuss downtown Hilo's parking problems and to find <br />solutions to those problems; and <br />WHEREAS, the D.I.A Parking Committee has identified the abuse of short term <br />metered stalls and the inadequate enforcement of those abuses as two specific areas that need <br />improvement; and <br />WHEREAS, at its October 29, 1996 meeting the D.I.A. Parking Committee decided that <br />a practical and economical temporary solution would be to provide free parking in the stalls <br />bounded'by Kamehameha Avenue, Bayfront Highway and the Mooheau Bus Terminal; and <br />WHEREAS, providing free parking in this area provides an incentive for people who <br />need to remain downtown for an extended period of time, such as employees of downtown <br />businesses, not to abuse the short term stall regulations; and <br />WHEREAS, eliminating these stalls from the list of those that need parking meter <br />regulation also provides the appropriate enforcement official more time to enforce other metered <br />stalls; and <br />WHEREAS, the Council provided free parking at this location for a six month trial <br />period which will end on May 3 1, 1997, and <br />WHEREAS, the DIA has stated that the trial period has been a success and requests that <br />the free parking be extended to allow for furthur evaluation of the effects of this effort. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF <br />HAW Ail that it dispenses with the enforcement of Chapter 24, Section 24-216, of the Hawaii <br />County Code 1983, for a six-month period beginning at 8 a.m. on June 1, 1997, and ending at <br />4:00 p.m on December 31, 1997 for all the metered parking stalls bounded by Kamehameha <br />Avenue, Bayfront Highway and thy Mooheau Bus Ter~inal. <br />
