RESOLUTION AUTHORIZING THE COUNTY OF HAW All TO ENTER INTO AN
AGREEMENT WITH THE UNITED STATES OF AMERICA, PURSUANT TO HRS 46-7,
FOR A STATEWIDE MARIJUANA ERADICATION GRANT,
WHEREAS, the United States of America ~ough the State Department of the
Attorney General Crime Prevention and Justice Assistance Division, is desirous of providing
funding for expenses to conduct marijuana missions; and
WHEREAS, the Hawaii County Police Department is ready and willing to proceed
with its obligations to conduct marijuana missions; and
WHEREAS, pursuant to Section 46-7 of the Hawaii Revised Statutes, the Federal
government may enter into agreements with the Council of the County of Hawaii respecting
the furnishing, expenditure or receipt of funds or other assistance; and
WHEREAS, public concerns on the effectiveness of the marijuana eradication program
warrants a more comprehensive program review of the funding in operations of the program,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAW All that it requires as conditions of County Project Number 96-DB-13 and its
accompanying grant agreement that: (1) some of the funds be expended on a program review
of the marijuana eradication program, which shall be submitted to the Council within 90 days
of the grant's termination or sooner and (2) no funds shall be used on aerial herbicide and
chemical spraying of marijuana plants,

BE IT FURTHER RESOLVED that the Honorable Stephen K. Yamashiro is hereby
authorized and designated to sign in the name of the County Project Number 96-DB-13, which
will effectuate these purposes.
BE IT FURTHER RESOLVED that the County Clerk is hereby directed to forward
copies of this resolution to said Mayor Yamashiro, the Chief of Police, and any other
interested governmental agencies.
