Your Committee on Finance, to which was referred Resolution No. 195, reports as follows:
Resolution No. 195, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 603,
dated December 1, 1997, approves cost items agreed upon by an azbitration panel affecting the
State of Hawaii Organization of Police Officers (SHOPO) bargaining unit 12 and employees
excluded from bargaining unit 12 for the contract period July 1, 1997, through June 30, 1999.
The cost items are a continuation of step movements during the two years covered, a 2.69%
across-the-board increase on Januazy I, 1998, an increase of $10 per month in the standazd of
conduct differential, an increase of $.10 per hour in night differential, and an increase of $32 per
month in the canine handler allowance. The estimated cost to the County of Hawaii for the
aforementioned negotiated cost items will be $1,153,280. Additional adjustments such as
employer's contribution to the Employee Retirement System, vacation, holiday, and sick leave
reparations will increase the total cost to $1,588,727. The increased cost for this fiscal year will
be covered by the Provision for Compensation Adjustment appropriation in the current budget.
Pursuant to Section 89-1 l(d) of the Hawaii Revised Statutes relating to collective bazgaining, the
employer must submit all cost items resulting from binding azbitration within ten days after the
date on which the agreement is entered into to the appropriate legislative bodies.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 195 and
recommends its approval.
