Enclosed for your review and recommendation is a bill amending Ordinance No. 08-79, the Capital
Improvement and Financing Budget, by appropriating $3,500,000 to fund repairs and upgrades to
Laupahoehoe Point Access Road.
As you know this roadway is the only way to access Laupahoehoe Point. This is a highly utilized County
Beach Park and there are several homes in the area with this road being the residents' only way in or out.
The Public Works Departrnent has identified several areas of this roadway that are either eroding or aze
prone to landslide. In addition, this road is only one lane wide in several places creating safety concerns.
This road project would mitigate these concerns and alleviate the serious public health and safety
concerns associated with this roadway. This appropriation is the first step in this process. I am committed
to working with your administration to find the available funding for this project through General
Obligation Bonds, the State of Hawai` i Revolving Fund, Federal Funding, or other funding sources.
As per article 10, section 10-6 of the Hawaii County Charter, your recommendations to the proposed
amendment will be greatly appreciated.
