It reduces cost and increases accessibility to the polls. We must take care not to disenfranchise people with neither a residence or postal address. I am a Hawaii County Voter Registrar. A person can register to vote giving a residence address as a description of where they usually can be found or where they usually steep. This can be a certain doorway, a beach, a bench, as examples. There must be a way for people with no mailing address or no residence address to receive their ballot and return it, without hardship.
