Subject: Kona CDPs and sidewalks
Aloha Honorable Council Members,
It would be wrong to undermine the thousands of hours of effort devoted to the Kona Community Development Plan by voting to subvert
it. One exemption will set the precedent, and all who follow will expect the same.
The section of sidewalk that would be required of developer Kona Heights (Kapala'alaea) would help ensure the safety of numerous
residents who regularly walk that section of Queen Kalama Street to get to Ali'i Drive. Queen Kalama is one of only two entrances to
several large subdivisions above Ali'i Drive. It is heavily used by vehicles and pedestrians. At a minimum, Kona Heights should be
required to put a sidewalk on one side of the street.
Council member Ikeda said he was voting against Council member Ford's amendment because he didn't know if the residents of the
adjoining subdivision wanted the sidewalk. I believe the only ones who might object are the handful of people who would have to give up
the portion of County roadway that they have been using as part of their front yards for years.
The section of sidewalk here is only three short blocks long and should not constitute an "undue burden", particularly considering the
offsets included in Council Member Ford's amendment.
Council Members, you do not need to survey us regarding every 100 feet of sidewalk that might or might not be installed. You have an
answer already: the people of Kona want you to follow the intent of the CDP, not assist developers looking for loopholes.
Likewise, it would be wrong to disrespect the wishes of thousands of Big Island residents by mis-using the 2% funds. Times are hard, but
you must find another way to come up with the money.
Please do the right thing for the citizens of this County. We have spoken on both of these issues with our votes - you should listen.
