Re: Comm. No. 45
Your Committee on Finance, to which was referred Communication No. 45, reports as follows:
Communication No. 45, transmitted by Mayor William P. Kenoi, dated December 15, 2008,
requests the confirmation of the appointment of Mr. William Takaba as Managing Director for
the County of Hawaii.
Mr. Takaba has served the County of Hawaii as Director of Finance from December 4, 2000 to
December 1, 2008. Prior to that he served as the Executive on Aging for the County's
Office of Aging and as Finance Director under Mayor Lorraine Inouye from 1990 to 1992. He
will serve a term co-terminus with Mayor Kenoi, which will end on December 3, 2012.
Pursuant to Article VI, Section 6-1.2, Hawaii County Charter, "The managing director shall be
appointed by the mayor, confirmed by the council and may be removed by the mayor. The
managing director shall have had five years of experience in an administrative capacity, and shall
possess demonstrable education and/or professional experience as required of the office."
Councilmember Naeole expressed her support for the confirmation of Mr. Takaba.
Councilmember Ikeda stated that he was happy Mr. Takaba decided not to retire and stay on with
the County of Hawaii.
Committee Chairman Yagong advised Mr. Takaba that he did not need to return to the next full
Council meeting for final reading of his appointment.
Your Committee on Finance recommends the confirmation of Mr. William Takaba as County of
Hawaii Managing Director.
