Your Committee on Environmental Management, to which was referred Resolution 826-03,
reports as follows:
Resolution 826-08 was transmitted from Council Member Bob Jacobson, via Communication
1582, dated November 10, 2008, seeks to ban food, paper and compostable organics from the
landllls by 2012.
"1'he purpose of this resolution is to urge the Director of the Department of Environmental
Management to develop an ordinance and implement a Pfau to prohibit food, paper and
compostable organics from 1-lawai'i County landfills by 2012, reducing the amount ofmaterials
going into them.
t1t the November 21, 2008 Environmental Management Meeting, Council Member Ikeda
expressed his support of the concept and intent of the resolution.
Mr. Yagong stated he supported the concept but was concerned as to whether the timing was
right to put this measure forward in light of Environmental Management Director Bobby Jean
Leithcad= I~odd's statements regarding the feasibility of prioritizing what the resolution calls for
~id~en at this time there are pressing needs and priorities for setting up transfer stations at
different pre-designated areas of the island. Mr. Yagong stated further that he feels more priority
should be placed on the island's solid waste issues.
Mrs. Ford stated she supports the resolution and that six months was a reasonable time period for
the department to come up with a plan.

Resolution 826-08, and recommends its adoption.
