",,---J I I I I COUNTY OF HAW~II",,':STATE OF HAWAII " RESOLUTION A RESOLUTION REQUESTING THE STATE LEGISLATURE TO CONDUCT AN AUDIT OF THE STATEWIDE MARIJUANA ERADICATION PROGRAM. WHEREAS, the United States of America, through the State Department of the Attorney General Crime Prevention and Justice Assistance Division, annually makes available to the Hawaii County Police Department grant funding for the purpose of conducting marijuana eradication missions as part of a Statewide Marijuana Eradication Program; and WHEREAS, during Hawaii County Council meetings relating to the acceptance of such grants, public concerns consistently arise with respect to, inter alia, the department's compliance with grant conditions, and whether departmental goals and objectives are being furthered by such missions; and WHEREAS, the State Auditor's office is widely respected for its proficient and impartial audits of numerous state programs; and WHEREAS, the findings of an operational and fiscal audit by the State Auditor's office of the Statewide Marijuana Eradication program would greatly assist the Hawaii County Council in critically evaluating the goals, objectives and policies of the County of Hawaii's own marijuana eradication program. NOW, THEREFORE BE IT RESOLVED by the Council of the County of Hawaii that the Hawaii State Legislature is respectfully requested to conduct an audit of the Statewide Marijuana Eradication Program and to make available its findings and recommendations to the Hawaii County Council. BE IT FURTHER RESOLVED that the County Clerk is hereby directed to forward copies of this resolution to Senate President Norman Mizuguchi, Speaker ofthe House of Representatives Joseph Souki, State Auditor Marion Higa, State Attorney General Marjorie Bronster, Hawaii County Mayor Stephen Yamashiro, and Hawaii County Police Chief Wayne Carvalho.
