COUNTY OF HAWAII ' STATE OF HAWAII RESOLUTION NO. 129 97 A RESOLUTION IN SUPPORT OF SENATOR JOHN McCAIN'S FEDERAL LEGISLATION, SENATE BILL 268, PROVIDING FOR THE MANAGEMENT OF AIRSPACE OVER NATIONAL PARKS. WHEREAS, on February 7,1997, Senator John McCain introduced the National Parks Overflights Act of 1997, Senate Bill 268, in the United States Senate that would regulate flights over National Parks in Hawaii and elsewhere in the nation; and WHEREAS, under Senator McCain's legislation, the Secretary of the Interior would develop recommendations to set minimum altitudes for overflights, flight Free Zones, curfews and other flight restrictions, for aircraft operating over National Parks; and WHEREAS, the Administrator of the Federal Aviation Administration would, based upon these recommendations, develop a plan to restore and promote quiet and safety within our National Parks; and WHEREAS, this bill further requires Secretary of Transportation to work together with the Administrator ofthe Federal Aviation Administration to propose methods to encourage the use of quiet aircraft in our parks; and WHEREAS, the bill's objectives are consistent with similar legislation authored or co-sponsored by Hawaii's congressional delegation, including Senator Daniel K. Inouye, Senator Daniel K. Akaka, and Representative Patsy T. Mink, to address related aspects of the overflight problem; and WHEREAS, the Hawaii State Legislature recognizing the need for Hawaii's unique National Parks to be managed for the purpose of resource preservation and public safety, passed both HCR No. 119, H.D.l, S.D.l and H.R. 73 in support of Senator McCain's National Parks Overflight Act of 1997. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it encourages the preservation of the natural, cultural, historical, and wildlife resources of our National Parks through proper management. BE IT FURTHER RESOLVED that the Council supports the objectives of Senator John McCain's National Parks Overflights Act of 1997 bill and urges Congress to pass the bill in its entirety. , " . . BE IT FINALLY RESOLVED that the clerk is instructed to transmit copies of this resolution to the Honorable U.S. Senators John McCain, Daniel K. Inouye and Daniel K. Akaka; the Honorable U.S. Representatives Patsy T. Mink and Neil Abercrombie; to Administrator of the Federal Aviation Administration; Bruce Babbitt, Secretary of the Interior, Roger Kennedy, Secretary of the U.S. National Park Service, and the Honorable Governor Benjamin Cayetano.
