Your Committee on Finance, to which was referred Bill No. 162, reports as follows:
Bill No. 162, transmitted by Councilmember Curtis Tyler, via Communication No. 567, dated
October 29, 1997, amends Chapter 2 of the Hawaii County Code 1983 (1995 Edition) by adding
a new section relating to the proper use and spelling of Hawaiian words and terms.
Act 169, enacted by the State Legislature in 1992, recognizes two official languages in this
State, English and Hawaiian. Therefore, the proper use of macrons and glottal stops in the
Hawaiian language is imperative, whereas, omitting such symbols changes the meaning of the
word. By using the correct spelling and symbols in documents by or for county agencies and
officials helps to preserve the Hawaiian language and culture of this State.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 162 and
recommends it pass first reading.
