Your Committee on Finance, to which was referred Resolution No. 177, reports as follows:
Resolution No. 177, transmitted jointly with Bill No. 161 by Finance Director Harry Takahashi,
via Communication No. 555, dated October 20, 1997, authorizes the County of Hawaii to enter
into an agreement with the United States of America for a public housing drug elimination
program.
The United States of America through the State Department of Human Services Hawaii Housing
Authority, is desirous of providing funding to establish apolice-community partnership with the
residents of Lanakila Housing and adopt a proactive approach to problem solving. The Hawaii
County Police Department is ready and willing to assist in the development, implementation,
education, and maintenance of crime prevention programs/strategies and work with youth to
develop youth-oriented programs.
Pursuant to Section 46-7 of the Hawaii Revised Statutes, the Federal government may enter into
agreements with the Council of the County of Hawaii providing the expenditures or receipt of
funds or for other assistance
The Mayor is hereby authorized and designated to sign in the name of the County Project
Number RSB 98-03, which will effectuate these purposes.
Jointly, Bill No. 161 appropriates $70,900 to the Hawaii County Police Department for this drug
elimination program.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 177 and
recommends its adoption.
