RESOLUTION NO. 153 97
A RESOLUTION DISPENSING WITH THE ENFORCEMENT OF SECTION 24-216,
CHAPTER 24, OF THE HAWAI' I COUNTY CODE 1983, 1995 EDITION (DEPOSIT OF
COINS; TIME LIMITS) FOR METERED STALLS IN PARKING AREAS ALONG
KAMEHAMEHA AVENUE FOR THE ALOHA FESTIVAL'S HO' OLAULE' A
CELEBRATION ON ,SEPTEMBER 27, 1997.
WHEREAS, on September 27, 1997 the Hilo Downtown Improvement Association and
radio station KWXX in conjunction with the Big Island Aloha Festival's Committee will be
sponsoring a Ho' ol~ule' a in celebration of Aloha Week along Kamehameha Avenue in
downtown Hilo; 'and
WHEREAS, this festival will be open to the public and will feature free entertainment,
food booths, and crafts and will serve to bring the community together in the spirit of aloha; and
WHEREAS, in order to erect stages, booths and other necessary structures for the
festival along Kamehameha Avenue and in the Mo'oheau bus terminal area, the metered parking
areas along Kamehameha Avenue will need to be closed to public traffic; and
WHEREAS, pursuant to Section 24-217(c) of the Hawai'i County Code 1983, 1995
edition, the County Council may, by Resolution, dispense with the enforcement of
Section 24-216 which requires persons to deposit coins in parking meters, for a specified time in
any specified parking meter zone to accommodate any special event.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAW AI'I, that it dispenses with the enforcement of Section 24-216, Chapter 24, of the Hawai'i
County Code 1983, 1995 edition, for a 24 hour period beginning at 12:00 a.m. September 27,
1997, at the metered parking areas along both sides of Kamehameha Avenue between Mamo and
Kalakaua Streets in downtown Hilo in order to accommodate the Aloha Festival's Ho'olaule'a.

BE IT FURTHER RESOLVED that the Clerk of the County of Hawai' i transmit copies
of this Resolution to the following: the Honorable Stephen K. Yamashiro, Mayor of the County
ofHawai'i; Ms. Donna Fay K. Kiyosaki, Chief Engineer of the Department of Public Works;
M~. Wayne Carvalho, Chief of Police; Mr. Randolph Rohner, President of the Downtown
Improvement Association & Chairman of the Hawai'i Redevelopment Agency; and
Mr. Christopher Leonard, General Manager of KWXX Radio Station.
