RESOLUTION
A RESOLUTION RELATING TO FUNDING A PRESENTATION BY THE HONORABLE JIM MCLAY
WHEREAS, it is increasingly recognized that government has a duty to provide services in the most cost
effective and efficient manner, to focus on targeting outcomes, and to control the cost of government~ and
WHEREAS, the civil service reforms executed in New Zealand during the 1980's have been studied by
nations and states worldwide~ and
WHEREAS, the Honorable Jim McLay, former Deputy Prime Minister of New Zealand, was one of the
prominent figures in enacting those reforms in New Zealand and will be in the state of Hawaii in the month of
November, 1997~ and
WHEREAS, Mr. McLay, Principal and Director of lK. McLay Limited, possesses the experience and
expertise with such reforms and could provide the council with valuable information to address similar issues
which currently confront the county and state such as the ongoing privatization issues and the potential state
budgetary shortfall.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AIl that it
wishes to extend an invitation to Mr. McLay, Principal and Director of lK. McLay Limited, to address the
Committee on Human Services and Economic Development, and that the expense of this Council Program, not
to exceed $1000.00, shall be paid from the Clerk-Council Services-Office-Misc. Contract Services account
# 010-101-5101.02-115 for Council Programs.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii tranmit copies of this Resolution
to Mayor Stephen K. Yamashiro and the Director of Finance, Harry Takahashi.
