SUBJECT: Code Amendment for Manawalea Street Parking Restriction
When the newly constructed connector road between the Villages of LaTopua and
Kealakaa is opened to the Manawalea Street, the Manawalea Street (36 feet between
curbs) is going to be confronted with a safety issue regarding the termination of the bicycle
lanes and the parking which narrows the travel lane to 10 feet in width. Currently, the
connector road tapers down to the same cross section as Manawalea Street and has two
five foot wide bicycle lanes marked.
An inventory of the parking in the housing complex and adjacent roads provided the
following information:
1. La'ilani Housing, with a total of 200 units has 160 units accessing
Manawalea Street with 250 stalls or a parking ratio of 1.6 stalls to units.
2. Kealakehe Apts accessing Manawalea Street has 48 units with 63 stalls or
a parking ratio of 1.3 stalls to units.
3. Manawalea Street accommodates 57 vehicles. On October 15, 2008 at 6
pm there were 41 vehicles parked along both sides of the street with
several vehicles parked very close to the driveways.
4. Parking along Kealakaa Street north of Manawalea Street has a potential
of 44 parked vehicles and none were utilized.
5. Parking along Kealakaa Street south of Manawalea Street to Kealakehe
Street, a distance of 700 feet There is a potential of 30 parked vehicles
on the makai side with 14 spaces being utilized.
If the parking along both sides of Manawalea Street were restricted, the 57 potential
spaces would be accommodated along Kealakaa Street which has a total of 74 spaces
with 60 available.
