Your Committee on Finance, to which was referred Bill No. 143, reports as follows:
Bill No. 143, transmitted by Finance Director Harry Takahashi, via Communication No. 492, dated September 8,
1997, amends Ordinance 97-83, the Operating Budget, as amended, ending June 30. 1998, by appropriating revenues
as follows:

The Planning Department, by Ordinance Nos. 95-62 and 95-74, and in accordance with Rule 14 of the Planning
Commission's Rules of Practice and Procedure, requests to utilize funds from the Geothermal Asset Fund to 1)
supplement the consultant services contract to assist the Planning Commission in the review of claims and 2) for
payment of claims to people found to be adversely affected by activities authorized or unauthorized by Geothermal
Resource Permit No. 2, and to authorize payment for community approved geothermal impact mitigation projects
within the Puna District.
Members of Your Committee were concerned about allegations of pentane leaking from the geothermal plant and the
actual area impacted under the Geothermal Relocation Program. As these concerns aze of a sepazate matter, Your
Committee voted in favor of Bill No. 143 measure; however, further information was requested from the Planning
Department prior to the next Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 143 and recommends it pass first
reading.
