Your Committee on Finance, to which was referred Resolution No. 161, reports as follows:
Resolution No. 161, transmitted by Finance Director Harry Takahashi, via Communication
No. 498, dated September l8, 1997, creates an Account Clerk position for the Department of
Parks and Recreation, Administrative Division.
Due to an increase of new positions, temporary appointments and summer fun employees, the
personnel and accounting/fiscal sections have had difficulty in keeping up with their expanded
workload. The creation of an additional Account Clerk position is essential to accommodate the
increasing workload and responsibilities in the accounting/fiscal section.
Pursuant to Article V, Section 5-1.3(c) of the Hawaii County Charter, the mayor has the power
to create positions for which appropriations have been made by the council.
Resolution No. 161 also transfers funds to cover the cost of the additional position as follows:

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 161 and
