Takahashi, dated October 13, 1998, transmitting the above bill. Some flood walls have caused a shift or increased in the width of flooding through certain properties and a ground survey to furnish topographic data to the U.S. Army Corps of Engineers is being conducted to determine changes to the Specia] Flood Hazard Area along the Alenaio Stream. If surveys find that the flood control project has adversely affected certain properties, the U.S. Army Corps of Engineers will work with the property owners to acquire, either in fee or by casement, all lands flooded by the stream. Comm. 1032: ORDINANCE BILL AMENDING THE CAPITAL BUDGET- (Bi11319) ORDINANCE NO. 98-SQ AS AMENDED, APPROPRIATING $103,000 FOR THE WEST HAWAII SANITARY LANDFILL- TELEPHONE TRANSMISSION CABLE PROJECT From Finance Director Harry A. Takahashi, dated October 13, 1998, transmitting the above bill. The installation of a 2.2 mile overhead telephone transmission cable is proposed for the weigh station, garage and staff office at the West Hawaii Sanitary Landfill. Comm. 1033: ORDINANCE BILL AMENDING THE CAPITAL BUDGET (Bill 320) ORDINANCE NO. 98-50, AS AMENDED, INCREASING THE AMOUNT OF THE MAMALAHOA HIGHWAY IMPROVEMENTS (KAMAMALU STREET TO LINDSEY ROAD) AFEDERALLY-FUNDED PROJECT, BY $400,000 From Finance Director Harry A. Due to severe restrictions imposed by the State Department of Health's design requirements for C&D landfills, only C&D wastes are allowed exclusively. FC-47 Page 4 November 5, 1998 Comm. 1041: REQUEST BY BIG ISLAND MELASTOME ACTION COMMITTEE FOR $150,000 ADDITIONAL COUNTY FUNDING FOR OPERATION MICONIA FOR THE PERIOD JULY 1, 1999 -JUNE 30, 2001 From Duane Nelson, Chairman, Big Island Melastome Action Committee (B[MAC), dated October 9, 1998, transmitting a proposal (Interagency Plan for Containment/Eradication of Miconia on the Island of Hawaii) submitted by the University of Hawaii. Requests an additional $150,000 from the County in support of miconia control for the period July 1, 1999 through June 30, 2001. States County contributions for 1997-98 of $100,000 to combat miconia helped to leverage over $259,000 cash and in-kind services from state, federal and private partners. These funds will run out as of June 30, 1999. Arakaki, dated October 26, 1998, requesting, as agreed upon at the Finance Committee meeting on October, 20, 1998 at which time Comm. 1006 was filed, written proposals for the Council's Legislative Program to be submitted at the FC's November 5, 1998 meeting. Also requests that both county policy priorities as well as council district capital improvement project proposals be submitted at the meeting.
