Your Committee on Finance, to which was referred Resolution No. 160, reports as follows:
Resolution No. 160, transmitted jointly with Resolution No. 159 by Finance Director Harry
Takahashi, via Communication No. 496, dated September 15, 1997, authorizes the Mayor to
enter into an agreement with the United States of America though the State Department of
Human Services (DHS) Office of Youth Services for the purpose of gang prevention in East
Hawaii.
The United States through the DHS Office of Youth Services is desirous of providing funding in
the amount of $114,000 to monitor gang activities within the County of Hawaii and assist the
State in the coordination of a youth gang response system.
The Hawaii County Police Department is ready and willing to proceed with its obligations under
the Gang Prevention Grant-East Hawaii.
Pursuant to Section 46-7 of the Hawaii Revised Statutes, the Council of the County of Hawaii
may enter into agreements with the Federal Government or any other public body providing the
expenditure or receipt of funds or for other assistance.
The Mayor is hereby authorized and designated to sign in the name of the County Project
Number DHS-98-OYS-6098, which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 160 and
recommends its adoption.
