Your Committee on Finance, to which was referred Resolution No. 158, reports as follows:
Resolution No. 158, transmitted jointly with Bill No. 144 by Finance Director Harry Takahashi,
via Communication No. 495, dated September 15, 1997, authorizes the Mayor to enter into an
agreement with the Hawaii State Department of Business, Economic Development and Tourism
(DBEDT) for the purpose of helping communities implement energy efficient building
technologies.
The United States of America, through the DBEDT is desirous of helping communities make
profitable investments in commercial and multi-family buildings through the use of energy
efficient building technologies under its national partnership program "Rebuild America".
The DBEDT is prepared to enter into an agreement with the County of Hawaii Department of
Public Works to provide funds from the "Rebuild America" program to assist in implementing
the efficiency measures. Jointly, the Department of Reseazch and Development plans to provide
local support through its on-going program implementing energy efficient technologies for
County facilities.
Pursuant to Section 46-7 of the Hawaii Revised Statutes, the Council of the County of Hawaii
may enter into agreements with the Federal Government or any other public body providing the
expenditure or receipt of funds or for other assistance.
The Mayor is hereby authorized and designated to sign in the name of the County, Letter of
Agreement Number 97-02, which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 158 and
recommends its adoption.
