No. 471 <br /> PLACE: Councilroom <br /> TIME: 10:30 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Communication No. 471, reports as follows: <br /> Communication No. 471, transmitted by Hawaii State Association of Counties Secretary- <br /> Treasurer Al Smith, dated August 26, 1997, submits highlights of the Executive Committee <br /> meeting and requests the support of Honolulu Council Resolution No. 97-255 and proposed <br /> interim amendments to the HSAC Bylaws. <br /> Honolulu Council Resolution No. 97-225 urges the Governor and the Counties of the State to <br /> collectively establish a statewide alcohol and substance abuse testing policy in applicable labor <br /> agreements for public safety-sensitive positions, in order to best ensure the safe delivery of <br /> public services and reduce government exposure to liability suits. Safety-sensitive positions <br /> include fire fighters, police officers, CDL drivers, and others. Currently, Part 382 of the <br /> Collective Bargaining Agreement requires only CDL drivers to undergo alcohol and drug <br /> testing. <br /> Also submitted for Council support. was a proposal for interim amendments to the HSAC <br /> <br /> Bylaws and Policies providing for the division of the duties of the Secretary-Treasurer. The <br /> <br /> proposal would allow for greater efficiency and equity by allowing two officers to share duties <br /> now being accomplished by one individual.
