REPORT OF THE
COMMITTEE ON FINANCE
DATE: September 16, 1997 Re: Comm. No. 471
PLACE: Councilroom
TIME: 10:30 A.M.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Communication No. 471, reports as follows:
Communication No. 471, transmitted by Hawaii State Association of Counties Secretary-
Treasurer Al Smith, dated August 26, 1997, submits highlights of the Executive Committee
meeting and requests the support of Honolulu Council Resolution No. 97-255 and proposed
interim amendments to the HSAC Bylaws.
Honolulu Council Resolution No. 97-225 urges the Governor and the Counties of the State to
collectively establish a statewide alcohol and substance abuse testing policy in applicable labor
agreements for public safety-sensitive positions, in order to best ensure the safe delivery of
public services and reduce government exposure to liability suits. Safety-sensitive positions
include fire fighters, police officers, CDL drivers, and others. Currently, Part 382 of the
Collective Bargaining Agreement requires only CDL drivers to undergo alcohol and drug
testing.
Also submitted for Council support. was a proposal for interim amendments to the HSAC

Bylaws and Policies providing for the division of the duties of the Secretary-Treasurer. The

proposal would allow for greater efficiency and equity by allowing two officers to share duties
now being accomplished by one individual. This recommendation also calls for the deletion of

one Vice President position in order to retain a total of four HSAC Officers, each of whom

represents one County.

Your Committee unanimously supported Honolulu Council's Resolution No. 97-225 and the
interim amendments to the HSAC Bylaws and Policies.

Your Committee on Finance is in accord with the purpose and intent of Communication No. 471
and recommends its approval.

]kc
Ayes Noes A&E EX
CHUNG X Respectfully submitted
LEITHEAD-TODD X COMMITTEE ON FINANCE
RAY x
SANTANGELO X ~ 1 ~
SMITH X ~
TYLER X AARON S.Y.
