Proposed Amendments to Resolution No. 768-08, Relating to Proposed Contratow
Lane On Highway : 30
Attached is proposed Resolution No. 768-08, Draft 2. The proposed amendments to Resolution
No.768-08 are as follows (Ramseyer format applied, material to be deleted is bracketed and stricken
through; material to be added is underlined):
Amend the title of the resolution to read:
"A RESOLUTION URGING THE DEPARTMENT OF T12ANSPORTAT[ON TO
CREATE A REVERSIBLE OR [C^-~TISRF~V1t] CONTI2AFLOW LANE
DURING PEAK COMMUTE HOURS ON HIGHWAY 130 A'C THE
BOTTLENECK NEAR KEA`AL' HIGH SCHOOL,."
2. Amend the 5`h WHEREAS clause to read:
"WHEREAS, reversible, or as they are otherwise known as [saunter-kl<~w]
contraflow lanes, have been successfully used to ease traffic congestion; and"
3. Amend the 6`h WHEREAS clause to read:
"WHEREAS, areversible/[sett»terflew] contraflow lane is typically used to
route traffic in one direction during the morning rush hour, the opposite direction in the
afternoon or evening, and as a turning lane at most other times; now, therefore,"

Add two WHEREAS between the 4`" and 5~" WHEREAS clauses to read:
"WHEREAS the definition of public safety involves prevention of and
protection from events that could endanger the safety of the general public from
significant danger injury/harm or damage; and
WHEREAS a contraflow allows traffic to move more efficiently thereby
reducing wait time and reducing the probability of incidents and accidents caused by
motorist that try to get ahead of others, which causes the bottleneck; and"
Amend the BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII clause to read:
"BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Department of Transportation should create a reversible or
[^^~~~n..~^~] contraflow lane during peak commute hours on Highway 130 at the
bottleneck near Kea`au High School."
6. Amend the dateline to reflect the current year, to read:
"Dated at , Hawaii, this day of , [290&]
2009."

A RESOLUTION URGING THE DEPARTMENT OF TRANSPORTATION TO
CREATE A REVERSIBLE OR CONTRAFLOW LANE DURING PEAK COMMUTE
HOURS ON HIGHWAY 130 AT THE BOTTLENECK NEAR KEA`AU HIGH SCHOOL.
WHEREAS, Puna is one of the fastest growing areas of the Hawaii Island, having more
affordable land than any other region; and
WHEREAS, Puna serves as a bedroom community for Hilo as a majority of its residents
commute to Hilo for work and shopping; and
WHEREAS, traffic has become a major problem in Puna, particularly on Highway ] 30,
where the route serves as the community's ingress and egress; and
WHEREAS, traffic is particularly congested during peak commuting hours, namely in
the morning and evening; and
WHEREAS, the definition of public safety involves prevention of and protection from
events that could endanger the safety of the general public from significant danger, injury harm
or damage; and
WHEREAS, a contraflow allows traffic to move more efficiently thereby reducing wait
time and reducing the probability of incidents and accidents caused by motorist that try to get
ahead of others, which causes the bottleneck; and
WHEREAS, reversible, or as they are otherwise known as contraflow lanes, have been
successfully used to ease traffic congestion; and
WHEREAS, a reversible contraflow lane is typically used to route traffic in one
direction during the morning rush hour, the opposite direction in the afternoon or evening, and as
a turning lane at most other times; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Department of Transportation should create a reversible or contraflow lane during peak commute
hours on Highway 130 at the bottleneck near Kea`au High School.
BE IT FURTHER RESOLVED, that the County Clerk shall forward copies of this
resolution to the director of the Department of Transportation, the chair of the House Committee
on Transportation, and the chair of the Senate Committee on Transportation and International
Affairs.
