RESOLUTION NO.~
RESOLUTION SUPPORTING THE EFFORTS OF THE NATIONAL ASSOCIATION OF
COUNTIES' JOINT CENTER FOR SUSTAINABLE COMMUNITIES AND CALLING
FOR THE DEVELOPMENT AND IMPLEMENTATION OF PUBLIC POLICIES AND
PLANNING STRATEGIES WHICH PROMOTE SUSTAINABILITY THROUGHOUT
THE COUNTY AND STATE.
WHEREAS, the National Association of Counties (NACo) recognizes that economic
opportunity, environmental protection, and social equity -- the three pillars of sustainable
communities -- are the foundation upon which counties can build a better quality of life for
their citizens; and
WHEREAS, NACo has entered into a formal collaboration with the United States
Conference of Mayors on behalf of our nation's communities called the Joint Center for
Sustainable Communities to provide a forum for cities and counties to work together to
develop long-term policies that will create sustainable communities; and
WHEREAS, President Clinton and Vice President Gore have endorsed the creation of
the Joint Center for Sustainable Communities to help in the implementation of the
recommendations included in "Sustainable America," the initial report of the President's
Council on Sustainable Development; and
WHEREAS, as locally elected representatives, state and county officials have a
significant responsibility to provide leadership which will seek community based solutions to
strengthen their own communities; and
WHEREAS, the Preamble of the Constitution of the State of Hawaii, as amended,
reserves unto the People "the right to control our destiny, to nurture the integrity of our
people and culture, and to preserve the quality of life we desire"; and
WHEREAS, Article XI, Section 1 of the State Constitution further states that, for the
benefit of present and future generations, the State and its political subdivisions shall
conserve and protect Hawaii's natural beauty and all natural resources, and shall promote the
development and utilization of these resources in a manner consistent with their conservation
and in furtherance of the self-sufficiency of the State.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAW AIl that the Council support and encourage the Joint Center's development of
further strategies for dealing with local and regional sustainable development issues.

BE IT FURTHER RESOLVED that the Council supports the development and
implementation of public policies and planning strategies which promote sustainability
throughout the County and State.
BE IT FURTHER RESOLVED that copies of this resolution be transmitted to Mayor
Stephen K. Yamashiro, the NACo Board of Directors and Intergovernmental Relations
Steering Committee, and the Hawaii State Association of Counties (HSAC) President Rene
Mansho.
