RESOLUTION CREATING A PARK CARETAKER I POSITION AND AN
EQUIPMENT OPERATOR II TEMPORARY POSITION FOR THE
DEPARTMENT OF PARKS & RECREATION.
WHEREAS, dedication ceremonies for the West Hawaii Veterans
Cemetery was held on November IS, 1997; and
WHEREAS, the Kona district has gained additional maintenance
responsibilities, not only due to the Hawaii Veterans Cemetery, but also the Old
Airport and the Higashihara Playground; and
,
WHEREAS, because the West Hawaii Veterans Cemetery is presently
being maintained by the present West Hawaii parks maintenance crew, the
normal duties at the other parks are being affected; and
WHEREAS, creating a Park Caretaker I , BC02, position to maintain the
West Hawaii Veterans Cemetery would ease the burden of the other employees;
and
WHEREAS, the new Park Caretaker I position would also assist with the
other parks and newly developed areas; and
WHEREAS, an Equipment Operator II Temporary, BC-09 position is also
necessary, primarily to open and close burial plots; and
WHEREAS, this position can also be used for in-house construction
projects in West Hawaii; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states
that the Mayor has the power to "Create positions...for which appropriations
have been made by the counciL."; and
WHEREAS, there are funds in the Veterans Cemetery Miscellaneous
Contractual Services account.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that one (1) Park Caretaker I, BC-02, and one (1)
Equipment Operator II Temporary, BC-09, positions be created in the
Department of Parks & Recreation, Parks Maintenance Division, Veterans
Cemetery Section.
BE IT FURTHER RESOLVED that $15,743 be transferred from the
Veterans Cemetery Miscellaneous Contract Services account 010-423-5421.12-115
and $11,753 be transferred into the Veterans Cemetery Regular Salaries and
Wages account 010-423-5421.01-011 and $3,990 in the Miscellaneous Salaries and
Wages account 010-423-5421.01-099.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the Departments of Parks & Recreation, Finance and Civil Service.
