Your Committee on Finance, to which was referred Resolution No. 145, reports as follows:
Resolution No. 145, transmitted by Chief Engineer Donna Fay K. Kiyosaki P.E., via
Communication No. 449, dated July 31, 1997, authorizes the Mayor to enter into amulti-year
Rider M, Option B Agreement with the Hawaii Electric Light Company, Inc. (HELLO) for the
Kealakehe Wastewater Treatment Plant (W WTP), and provides for funds to be budgeted for the
appropriate future fiscal years.
By entering into a Rider M, Option B Agreement with HELLO for the WWTP facility, the
annual electricity cost savings to Hawaii County would be approximately $36,420 per year.
As a safeguazd, both athree-year and five-year agreement is required since HELLO is required to
obtain Public Utilities Commission (PUC) approval for three-year agreements. The five-year
agreement would apply until such time that the PUC approves the three-year agreement.
Pursuant to Section 10-11 of the Hawaii County Charter, any contract, lease or other obligation
requiring the payment of funds from the appropriations of a later fiscal year or of more than one
year shall be made or approved by resolution.
The Mayor is hereby authorized and designated to sign in the name of the County, which will
effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 145 and
recommends its adoption.
