The Hawaii Office of the Prosecuting Attorney is an active participant of the 704
Handbook Committee of the Big Island Task Force on Criminal Justice (BITFCJ).
Representatives of the Courts, Probation, Police, Correctional Facility, Public Defender,
Parole also participate on the BITFCJ. The group has identified the need for multi-
disciplinary training to transform and elevate the awareness, ability and response of the
people who interact professionally with Severely Persistent Mentally III (SPMI)
consumers. The committee applied for a Mental Health Transformation State Incentive
Grant and received $20,550 to implement the training on SPMI populations.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State
of Hawaii Department of Health.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
the $20,550 to the Mental Health Transformation State Incentive Grant account.

A. REQUEST:
1) Requesting a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii
Department of Health Mental Health Transformation State Incentive Grant. Funding has been awarded for
the Big Island Task Force on Criminal Justice 704 Handbook Committee to implement the training oh SPMI
(Severely Persistent Mentally III) Populations.
2) Requesting a bill for an ordinance appropriating $20,550 for.the MHT-SIG project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Prosecuting Attorney's Office is an active participant of the 704 Handbook Committee of the Big Island
Task Force on Criminal Justice (BITFCJ) and will be administering funds for this training project.
Representatives of the courts, probation, police, correctional facility, public defender, parole and prosecuting
attorney participate on the BITFCJ. The group identified the need for multi-disciplinary training to transform
and elevate the awareness, ability and response of people who interact professionally with SPMI consumers.
