Comm. 986: ORDINANCE BILL APPROPRIATING $500,000 FOR
(Bill 296) RECONSTRUCTION OF VARIOUS CURVES ON SADDLE
ROAD AND KAUMANA DRIVE
From Finance Director Harry A. Takahashi, dated September 8,
1998, transmitting the above bill. By improving the geometric and
friction coefficient of the curves, the number of accidents
presently occurring should be greatly reduced.

Holualoa Bay Sewage Pump Station-SRF 404,174.94
Disappearing Sands Sewage Pump Station-SRF 2,000,000.00
Alii Drive Interceptor Sewer C&D-SRF 24,117.00
$2,491,395.47
Funding will be from the fund balance of the sewer revolving fund.

Comm. 988: REALLOCATION OF SALARY ORDINANCE POSITION -
NO. M0001, MASS TRANSIT ASSISTANT
From Personnel Director Michael R. Ben, SPHR, dated
September 14, 1998. According to section 4-5(c) of the Hawaii
County Charter, the reassignment of duties of positions covered by
the Salary Ordinance affecting compensation must be approved by
the Mayor and a report then submitted to the Council within thirty
days. The costs will be drawn from the provision for reallocation
account. The new balance for this account will then be
$47,387.50.
Comm. 988.01: From Personnel Director Michae] R. Ben, SPHR, dated
(Res. 329-98) September 15, 1998, transmitting a resolution amending the Salary
Ordinance 98-51 by deleting Section 8.02(c) Mass Transportation
Agency, Office of the Mayor.
Comm. 989: ORDINANCE BILL AMENDING THE OPERATING BUDGET,
(Bill 298) APPROPRIATING $57,000 FOR A CHILD CARE
DEVELOPMENT PROGRAM

1998, transmitting the above bill. This is a third-year grant linking
the county to the Good Beginnings Alliance and the State's Master
Plan for Early Childhood Education.

(Bill 302) DISTRICT NO. 16 AND CANCELLATION OF ASSESSMENT
INSTALLMENTS AND RELATING TO REFUNDS FOR
COUNTY OF HAWAII IMPROVEMENT DISTRICT NO. 16
(KEAAU AGRICULTURAL LOTS)

1998, transmitting the above bill. All of the I.D. 16 bonds have
been paid. Upon approval of this ordinance and payments on
installment No. 151 due December 13, 1998, pro rata refunds will
be made to all lot owners as detailed in the ordinance and to
release the assessment lien on appropriate parcels in the district.

Comm. 998: ORDINANCE BILL AMENDING THE OPERATING BUDGET
(Bill 303) BY INCREASING THE COORDINATED SERVICES BUDGET
BY $85,000
From Finance Director Harry A. Takahashi, dated September l7,
1998, transmitting the above bill. Title Ill, Older Americans Act,
through the Office of Aging, has approved the purchase of four
vehicles, personal computers, computer supplies and telephone
costs for computer installations. Also, in order to supplement the
telephone and motor vehicle accounts, some program income
accounts are being adjusted.
Comm. 999: ORDINANCE BILL AMENDING THE OPERATING BUDGET
(Bill 304) BY APPROPRIATING $49,438 FOR THE BIKEWAY FUND
From Finance Director Harry A. Takahashi dated September 17,
1998, transmitting the above bill. The Department of
Transportation has increased the amount of the federal grant to
fund the Peoples Advocacy for Trails Hawaii (PATH). The
original amount of the grant was $12,000.

1998, transmitting the above bill. These funds require a 25%
match, which is budgeted in the Forfeiture Account of $10,797.
Comm. 958.01: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII
(Res. 331-98) TO ENTER INTO AN AGREEMENT WITH THE UNITED
STATES OF AMERICA, PURSUANT TO HRS 46-7, FOR A
LOCAL LAW ENFORCEMENT BLOCK GRANT
From Finance Director Harry A. Takahashi, dated September 24,
1998, transmitting a resolution authorizing the Mayor to enter into
an agreement with the U.S. Department of Justice to provide
computers, printers, software and related cabling for a tracking
system for sharing information.
