RESOLUTION NO. 1 9 G 9 '1
RESOLUTION REQUESTING THE MAYOR TO DEVELOP A HAMAKUA LANDS
DISPOSITION PLAN FOR COUNTY -OWNED PROPERTIES
WHEREAS, in 1994, the Hawaii County Council agreed to accept approximately
4,400 acres of land from Western Farm Credit Bank as settlement for real property tax
payments owed by the former Hamakua Sugar Company; and
WHEREAS, these public lands, as presently roned, have. recently been valued at
approximately $10,706,500; and
WHEREAS, the settlement amount and the annual tax, revenues lost as a result of the
private to public ownership conversion have shifted tax burdens to other lands during this
period of public ownership; and
WHEREAS, the County continues to struggle in distributing its limited resources
amongst ever-increasing demands for more programs, services, and facilities; and
WHEREAS, the disposition of these public lands will result in resources being made
available for programs, services, and facilities and, more importantly, will place these public
lands back on the real property tax rolls; and
WHEREAS, the County Council finds that the County is not organized properly to
handle land management and development programs; and
WHEREAS, the County Council further finds that it is in the public's best interest that
these lands be disposed of and that the proceeds be made available to meet the public's demand
for more and improved programs, services, and facilities.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it requests the Mayor to develop a disposition plan of the former Hamakua
Sugar Company lands delineated in Exhibit A.
BE IT FURTHER RESOLVED that the Hamakua lands disposition plan shall consider
sale, exchange or other means of disposal.

BE IT FURTHER RESOLVED that the completed Hamakua lands disposition plan
shall be forwarded by resolution to the Council by May 1, 1998, for its review and approval.
BE IT FINALLY RESOLVED that a copy of this resolution be transmitted to the
Honorable Stephen K. Yamashiro, Mayor.
