Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 139, reports as follows: Resolution No. 139, transmitted by Finance Director Harry Takahashi, via Communication No. 433, dated August 4, ] 997, deletes a Power Shovel Operator position and creates two (2) Laborer II positions. The deletion of Position No. 1 111, Power Shovel Operator, is necessary as the position has been vacant for many years due to the unavailability of power shovel equipment. Currently, the increase of 53 miles in the Puna district has caused the resurfacing of highways to be done by the County and not contracted out. With the addition of two Laborer lI positions to maintain, clean and assist in repairing highways, building walls and other concrete structures, digging ditches, and responding to emergencies in cleaning debris from highways and drainageways, duties can be done by County employees in a more timely fashion. Pursuant to Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has the power to create positions for which appropriations have been made by the council and abolish positions with the consent of the council. There are sufficient funds in the Puna Road District Regular Salaries and Wages account to cover the cost of the additional positions. Your Committee on Finance is in accord with the purpose and intent of Resolution No. 139 and recommends its adoption.
