RESOLUTION NO.~
RESOLUTION SUPPORTING THE HAWAI'I FIN SWIMMING EVENTS COUNCIL AND THE
PROPOSED HAWAI'I INTERNATIONAL FIN SWIMMING INVITATIONAL GRAND PRIX.
WHEREAS, "Fin swimming" has become an International Water Sport with 91 Sport
Federations in 82 countries, including the mainland USA, recognized by the International Olympic
Committee; and
WHEREAS, Hawai'i has not yet officially recognized fin swimming; and
WHEREAS, on the Island of Hawai'i, the Hawai'i Fin Swimming Events Council has been
formed and is prepared to schedule Hawai'i International Fin Swimming Events commencing in
1998 with invitations extended to over 50 countries; and
WHEREAS, the National Governing Body of Underwater Swimming for the United States
of America has indicated a willingness to designate Hawai'i Island as a National Training Center for
fin swimming, and the US Olympic Committee has expressed its willingness to add Hawai'i Island
to its Potential Partnership Program; and
WHEREAS, the Hawai'i Fin Swimming Events Council is formalizing plans to utilize
aquatic facilities throughout the Big Island for athlete development camps and international
competitions along with coaching and judging conferences starting in 1998; and
WHEREAS, inquiries for the Hawai'i International Fin Swimming Invitational Grand Prix
have been received from over ten countries including China, Japan, South Korea, Taiwan,
Singapore, the Philippines, Australia, Hungary, Germany, Italy, Sweden, and the mainland USA;
and
WHEREAS, US Olympic Swimming Coaches have expressed intent to attend this Grand
Prix as part of the American Coaching Staff; and
WHEREAS, fin swimming has been a training technique for classical swimming for over 30
years, but only in the last five years has it been recognized, in and of itself, as an emerging Olympic
sport by the US Olympic Committee; and
WHEREAS, just five years ago, only one university in the United States officially used
swim fins as part of its training program, but by 1997, over 100 collegiate swim programs have
accepted the ~use of swim fins as a means to enhance performance in their classical swim training
programs; and
WHEREAS, some of the advantages of this resolution, and its promotion of fin swimming,
is the exposure of Hawai'i's youth to optimal training techniques, future water sports and athletic
development with the broadest possible opportunities for interested young athletes to participate in
Olympic sports; and

WHEREAS, the Hawai'i Fin Swimming Events Council will provide leadership to develop
partnerships to enhance grassroots development in designated Olympic sports, providing a bridge
between beginner and elite athlete levels, which will clear a path for Olympic development for
Hawai'i's youth to participate in a water sport regardless of gender, race, age, geography, or
physical ability.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HA WAIl that it officially recognizes fin swimming as an international sport, that it recognizes the
Hawai'i Fin Swimming Events Council, and that it proudly supports its plans to host training
camps, coaching and judging conferences, youth exchange programs, and international competitions
for fin swimming. '
BE IT FURTHER RESOLVED that the Clerk of the County of Hawai'i transmit copies of
this Resolution to Benjamin Cayetano, Governor of the State of Hawai'i; Hawai'i State Senators:
Malama Solomon, Andy Levin, and Wayne Metcalf; Hawai'i State Representatives: David Tamas,
Eric Hamakawa, Jerry Chang, Dwight Takamine, Robert Herkes, and Paul Whalen; Stephen K.
Yamashiro, Mayor of Hawai' i County; George Yoshida, Director of Parks and Recreation; Julie
Tulang, Deputy Director of Parks and Recreation; Diane Quitiquit, Director of Research and
Development.
BE IT FINALLY RESOLVED that the Clerk of the County of Hawai'i transmit copies of
this Resolution to Mr. Jean-Claude Schupp, Executive Director of the General Association of
International Sports Federations; Mr. Willy Pijpers; Bureau Executive of the World Underwater
Federation; Mr. Michael Gower, President of the Underwater Society of America, National
Governing Body-Underwater Swimming United States of America; Mr. Mario Vazquez-Rana,
President of the Association of National Olympic Committees; and Mr. William J. Hybl, Esq.,
President of the United States Olympic Committee.
