RESOLUTION NO.~
RESOLUTION AUTHORIZING THE WAIVER OF PARKING METER FEES TO
ACCOMMODATE THE TWELFTH ANNUAL HILO MARDI GRAS.
WHEREAS, on February 21, 1998, the Hilo Downtown Improvement Association, in
conjunction with the Mardi Gras Committee, will be sponsoring the Twelfth Annual Hilo Mardi
Gras on Kamehameha Avenue mauka parking area between Kalakaua Steet and Haili Street; and
WHEREAS, the Twelfth Annual Hilo Mardi Gras will be open to the public and will
feature entertainment, food booths, and other related activities and events that serve to bring our
community together, providing recreation and celebration for visitor and resident alike; and
WHEREAS, in order to help facilitate events of the day, the event's coordinators have
requested a permit from the Police Department to close a portion of Kamehameha Avenue, and
traffic on the main section of Kamehameha A venue will not be impeded whatsoever; and
WHEREAS, in order to further facilitate events ofthe day, the event's coordinators have
also asked that the parking meter fees be waived in the Kamehameha Avenue mauka parking
area between Kalakaua and Haili streets; and
WHEREAS, pursuant to Chapter 24, Section 24-217 (c), of the Hawaii County Code
1983, the County Council may, by Resolution, dispense with the enforcement of Section 24-216,
which requires persons to deposit coins in parking meters for a specified time in any specified
parking meter zone to accommodate any special event, convention, parade, or other similar
activity.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HA WAIl that it dispenses with the enforcement of Chapter 24, Section 24-216, of the Hawaii
County Code 1983, for a 12 hour period beginning at 8:00 a.m. February 21, 1998, at the
metered parking area on Kamehameha Avenue mauka parking area between Kalakaua and Haiti
streets in downtown Hilo, in order to accommodate the Twelfth Annual Hilo Mardi Gras.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii, Ms.
Donna Fay K. Kiyosaki, Chief Engineer of the Department of Public Works, Mr. Wayne
Carvalho, Chief of Police of the County of Hawaii, and Ms. Roxanne Aburamen, President of the
Hilo Downtown Improvement Association.
