228 98
A RESOLUTION ADOPTING THE NATIONAL ASSOCIATION OF COUNTIES'
STATEMENT OF VALUES FOR THE COUNTY OF HAWAII
WHEREAS, the National Association of Counties (NACo) has adopted a statement of
values for the NACo Platfonp; and
WHEREAS, Article XI, Section 1 of the Ha~aii State.Constitution states that the
State and its political subdivisions shall conserve and protect Hawaii's natural beauty and
all natural resources, and shall promote the development and utilization of these
resources in a manner consistent with their conservation and in furtherance of the self-
sufficiency of the State; and
WHEREAS, the statement of values reflects the fundamental concepts of sustainable
communities with the concept that communities should develop their own vision of their
future and consider how all the elements of a sustainable community are interrelated; and
WHEREAS, the members of the County Council of Hawaii recognize that economic
opportunity, environmental integrity, and societal equity are the foundation upon which
counties can build a better quality of life for its citizens; and
WHEREAS, as locally-elected representatives, Council members have a significant
responsibility to provide leadership that will seek community based solutions to
strengthen the county.
WHEREAS, the Hawaii County Council adopted resolution 188-97 which supports
the development and implementation of public policies and planning strategies which
promote sustainability throughout the County and State.
NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii
that, in conjunction with the National Association of Counties, it supports the following
values which can lead to development of sustainable communities:
. Economic vitality which is crucial to the health of every community;
. Natural, scenic, cultural and historic resources that are important community assets;
. Choices should be made to accommodate ec~momic development while preserving
vital natural environmental systems;

. The process of arriving at a community visiqn should be open and inclusive and
reflect the diverse population of the community;

. Because communities and their surrounding areas are interdependent, there is a need
for collaborative approaches to problem solving;
. Safe, healthy, and clean communities are necessary to ensure a high quality of life for
their citizens;
. Recognize that our citizens are the source of governmental power and authority;
. Community stability and social well being go hand in hand.
BE IT FURTHER RESOL YED that copies of this resolution be transmitted to The
