A RESOLUTION ADOPTING THE NATIONAL ASSOCIATION OF COUNTIES'
STATEMENT OF VALUES FOR THE COUNTY OF HAW AI'I
WHEREAS, the National Association of Counties (NACo) has adopted a statement of values
to guide its efforts in helping counties define and secure their own community vision; and
WHEREAS, the statement of values reflects the fundamental concepts of
sustainability and supports the principle that communities develop their own vision of a
sustainable future; and
WHEREAS, the members of the County Council of Hawai'i recognize that economic
opportunity, environmental integrity, and societal equity are the three pillars of sustainability and
the foundation upon which the county can build a better quality of life for its citizens; and
WHEREAS, as locally-elected representatives, Council members have a significant
responsibility to provide leadership that will seek community based solutions to strengthen the
county; and
WHEREAS, the Hawai'i County Council adopted resolution 188-97 which supports the
development and implementation of public policies and planning strategies which promote
sustainability throughout the County and State; and
WHEREAS, the Preamble of the Constitution of the State of Hawai'i reserves unto the People
"the right to control our destiny to nurture the integrity of our people and culture and to preserve
the quality of life we desire"; and
WHEREAS, the Constitution further mandates that, "for the benefit of present and future
generations, the State and its political subdivisions shall conserve and protect Hawai'i's natural
beauty and all natural resources, and shall promote the development and utilization of these
resources in a manner consistent with their conservation and in furtherance of the self-sufficiency
of the State."
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HA W AI'I that, in conjunction with the National Association of Counties, the Council adopts the
following values which promote sustainable communities:
. Economic vitality is crucial to the health of every community;

. Natural, scenic, cUltur.d historic resources are important coAity assets;
~.
. Choices are made to accommodate economic opportunities while preserving environmental
integrity;
. Development of a community vision is open, inclusive, and reflects the diversity of the
population;
. County plans are integrated with community vision;
. Interdependent communities use collaborative approaches to solve problems;
. Safe, healthy, and clean communities are necessary to ensure a high quality of life;
. Citizens are recognized as the source of governmental power and authority;
. Community stability and social well being go hand in hand.
BE IT FURTHER RESOLVED that copies of this resolution be transmitted to The Honorable
Randy Johnson, President, National Association of Counties (NACo); The Honorable Rene
Mansho, President of the Hawai'i Association of Counties (HSAC); The Honorable Senator
Andrew Levin; The Honorable Senator Wayne Metcalf; The Honorable Senator Malama
Solomon; The Honorable Representative Jerry Chang; The Honorable Representative Robert
Herkes; The Honorable Representative Eric Hamakawa; The Honorable Representative Dwight
Takamine; The Honorable Representative Paul Whalen; The Honorable Representative David
Tamas; The Honorable Mayor Stephen K. Yamashiro.
