I am requesting 15 minutes at the March 3`d Council Meeting to discuss the following:
The Hawaii Community College Office of Continuing Education Training (OCET) in
partnership with Hawaii Electric Light Company (HELLO) and Friends of Natural Energy
Lab of Hawaii Authority (NELHA) will be providing half-day "Energy Efficiency and
Auditing" workshops at six island-wide sites during March through May, 2009.
The workshops will be held in Hilo, Kona, Kealakekua, Pahala, Pahoa and Waimea. They
will run from 10:00 a.m. through 1:30 p.m., with refreshments and lunch provided for all
participants.
The Department of Research and Development has awarded Friends of NELHA $4,000 to
fund this project: however, the group is in need of an additional $3,225 to bring it to fruition.
I would like to propose that the nine Council Members divvy up this amount in support of
this worthwhile project. The amount per Council Member would be $358.35.

RE: Communication No. 167 :Energy Efficiency and Auditing Workshops Island-Wide.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
