From Mayor Stephen K. Yamashiro, dated August 28, 1998,
informing he has appointed the following to the Hawaii County
Family Violence Advisory Commission:
Mr. Lawrence Balberde, a life-time resident of Hawaii and,
since 1980, has been employed with the Hawaii County
Police Department. He will serve a term to end on
December 4, 2000. (Note: This appointment does not require
Council confirmation.)

the June 30, 1998 Capital Projects Status Report. The projects are
grouped by council district.
Comm. 604.08: RESOLUTION PRESENTING A PLAN OF DISPOSITION
(Res. 267-98) FOR THE FORMER HAMAKUA SUGAR COMPANY, INC.
LANDS NOW UNDER COUNTY OWNERSHIP
From Mayor Stephen K. Yamashiro, dated May 1, 1998,
transmitting the above resolution. Believes that the
implementation of the proposed disposition plan will assist
agriculture, including the fledging timber industry in the North
Hilo and Hamakua districts, and provide the County with lands
which are being used or will be required for public purposes.
Further, believes the plan will return said lands to the tax rolls and
make said lands available for further agricultural development.
Comm. 604.09: From Mayor Stephen K. Yamashiro, dated May 12, 1998, in
reference to his letter of May 1, 1998, transmits a proposed plan
for the disposition of the former Hamakua Sugar Company, Inc.
lands now under County ownership, proposing, in addition to
those properties listed on Exhibit "B" of the proposed plan, three
land exchanges, as listed.

Comm. 959: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII
(Res. 314-98) TO ENTER INTO AN AGREEMENT WITH THE UNITED
STATES OF AMERICA, PURSUANT TO HRS 46-7, FOR A
VIOLENCE AGAINST CHILDREN GRANT

1998, transmitting the above resolution. This grant is to improve
the quality of investigation into extra familial and intrafamilial
sexual and physical abuse of children. Funds have already been
appropriated in the Operating Budget. Attaches copy of the

EXECUTIVE COMMITTEE MEETING OF
AUGUST 27, 1998

transmitting highlights of the HSAC Executive Committee meeting
of August 27, 1998.
ACTION IS REQUESTED on the following:
1. That proposals for the 1999 HSAC Legislative Package
by members of the Hawaii County Council be routed to
him by October 7, 1998. Once endorsed by the Hawaii
County Council, the proposals must then be reviewed
and approved by the neighbor island counties.

HUMAN SERVICES, STATE OF HAWAII, FOR CHILD CARE
COORDINATOR SERVICES (FEDERAL FUNDS - $57,000.00)

monitor gang activities and to assist the State in coordination of
intelligence and law enforcement, sharing of information, training
and community awareness, community and school-based
intervention and prevention programs, and evaluation and research.
Funds have already been appropriated in the Operating Budget.
