REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: August 5, 1997 Re: Comm. No. 407/Res. No. 131 <br /> PLACE: Councilroom <br /> TIME: 10:45 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 131, reports as follows: <br /> Resolution No. 131, transmitted by Council Chair James Arakaki and collectively introduced by <br /> the Hawaii County Council, via Communication No. 407, dated July 23, 1997, establishes a <br /> policy to formalize and strengthen the Council's independent audit, mandatory program review <br /> and expanded research and special studies program. <br /> The proposed policy sets forth guidelines governing the auditing responsibilities of the <br /> legislative body in examining the activities of the county's executive agencies. The Council's <br /> program consists of the following primary components: <br /> A. Comprehensive Annual Financial Audit (Pursuant to Section 3-16, Hawaii County Charter) <br /> B. Annual Budget Program Review (Pursuant to Section ] 0-13, Hawaii County Charter) <br /> C. Performance Review -Broad Scope <br /> D. Performance Review -Limited Scope <br /> The program will be implemented with the assistance, in varying capacity, of the Legislative <br /> Auditor's Office. <br /> Accompanying the resolution is a Memorandum Of Understanding which provides the priorities, <br /> <br /> policies, internal control procedures and general standards to which the Legislative Auditor's <br /> Office will follow. <br /> While the term "program" is still not defined, Your Committee was confident that this measure <br /> <br /> will serve as a written mechanism to further assist in clarifying the entire aspect of program <br /> <br /> reviews. <br /> <br /> Committee members expressed a desire to amend the Counci] Rules of Procedure, Rule No. 24, <br /> <br /> Mandatory Program Review, to include reference to Resolution No. 131, as it will be easier for <br /> <br /> future Councils to consult. This can be accommodated at a later date. <br /> <br /> The resolution was amended to correct typographical errors in numbering on page 3 (three} and <br /> <br /> on page 1 (one) of the accompanying Memorandum of Understanding. <br /> FC REPORT NO. 1 17 <br /> <br />
