Your Committee on Finance, to which was referred Resolution No. 131, reports as follows:
Resolution No. 131, transmitted by Council Chair James Arakaki and collectively introduced by
the Hawaii County Council, via Communication No. 407, dated July 23, 1997, establishes a
policy to formalize and strengthen the Council's independent audit, mandatory program review
and expanded research and special studies program.
The proposed policy sets forth guidelines governing the auditing responsibilities of the
legislative body in examining the activities of the county's executive agencies. The Council's
program consists of the following primary components:
A. Comprehensive Annual Financial Audit (Pursuant to Section 3-16, Hawaii County Charter)
B. Annual Budget Program Review (Pursuant to Section ] 0-13, Hawaii County Charter)
C. Performance Review -Broad Scope
D. Performance Review -Limited Scope
The program will be implemented with the assistance, in varying capacity, of the Legislative
Auditor's Office.
Accompanying the resolution is a Memorandum Of Understanding which provides the priorities,
policies, internal control procedures and general standards to which the Legislative Auditor's
Office will follow.
While the term "program" is still not defined, Your Committee was confident that this measure
will serve as a written mechanism to further assist in clarifying the entire aspect of program
reviews.
Committee members expressed a desire to amend the Counci] Rules of Procedure, Rule No. 24,
Mandatory Program Review, to include reference to Resolution No. 131, as it will be easier for
future Councils to consult. This can be accommodated at a later date.
The resolution was amended to correct typographical errors in numbering on page 3 (three} and
on page 1 (one) of the accompanying Memorandum of Understanding.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 131, as
amended to Draft 2, and recommends its adoption.
