Enclosed is a bill for an ordinance amending the Capital Budget to increase the current
fiscal year's appropriation of the South Hilo Road Warehouse Building project by
$1,136,000 and bringing its total amount up to $1,236,000. This additional appropriation
may be funded 100°/o by the federal stimulus package or may be funded by general
obligation bonds or other sources.
The Department of Public Works is requesting to waive the Finance Committee and to have
this bill heard at the Council meeting scheduled for March 3, 2009. This project is "shovel
ready" and should the stimulus funding be approved, the appropriation must be available.
If there are any questions, please do not hesitate to call the Department of Public Works.

Amend Ordinance 08-79, the Capital Budget by adding $1,136,000 to the current appropriation
for a total of $1,236,000.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The project may be 100% Stimulus funding or may be funded by general obligation bonds or other
sources.
We are requesting to waive hearing this Bill at the Finance Committee and proceed directly to Council,
as the project is "shovel ready". Should Stimulus funding be approved for this project, the
appropriation must be available.

RE: Bill No. 48 AN ORDINANCE AMENDING ORDINANCE NO. 08-79, AS
AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR
THE FISCAL YEAR JULY 1, 2008 TO JUNE 30, 2009.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
